India has introduced the PM E-Drive Scheme to promote electric vehicles

India has introduced the PM E-Drive Scheme to promote electric vehicles

  • The Indian government has launched the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) initiative.
  • The scheme has an outlay of ₹10,900 crore and will run for two years.
  • It aims to increase electric vehicle (EV) adoption by providing subsidies, incentives, and support for public charging infrastructure.
  • The PM E-DRIVE scheme replaces the nine-year-old Faster Adoption and Manufacturing of (Hybrid and) Electric Vehicles in India (FAME India) scheme.

Key Highlights

Funding and Duration:

  • The scheme has a total corpus of ₹10,900 crore for a period of two years.
  • It aims to expedite EV adoption across various categories through subsidies and incentives.

Support for Electric Vehicles:

  • The scheme will support various EV categories including electric two-wheelers, three-wheelers, ambulances, trucks, and buses.
  • A budget allocation of ₹2,679 crore is set for subsidies and incentives for these vehicles.
  • Specific allocations include ₹500 crore each for electric ambulances and trucks, and ₹4,391 crore for electric buses.

Targeted Units:

  • It is expected to facilitate the acquisition of around 2,479,000 electric two-wheelers, 316,000 electric three-wheelers, and 14,028 electric buses.
  • Electric ambulances will adhere to performance and safety standards formulated in consultation with various ministries.

Public Charging Infrastructure:

  • To enhance the EV ecosystem, ₹2,000 crore is allocated to develop public charging infrastructure.
  • The plan includes installing 22,100 fast chargers for electric four-wheelers, 1,800 for electric buses, and 48,400 for electric two-wheelers and three-wheelers.

Modernisation of Vehicle Testing Agencies:

  • A budget of ₹780 crore is allocated for upgrading vehicle testing agencies to accommodate new and emerging green mobility technologies.

E-Voucher System:

  • An e-voucher system will be implemented for electric vehicle (EV) purchasers to access demand incentives. This system will authenticate through Aadhaar and will necessitate signatures from both the buyer and the dealer to claim the incentives.

Implementation and Incentives

  • The scheme aims to provide a major boost to electric mobility by supporting a large number of EVs through demand incentives.
  • State transport undertakings (STUs) and public transport agencies will play a significant role in procuring electric buses.
  • The Ministry of Heavy Industries (MHI) will oversee the introduction of e-vouchers, modernisation of vehicle testing agencies, and implementation of safety standards in collaboration with other ministries.

Impact and Expectations

  • The PM E-DRIVE scheme is expected to significantly reduce the carbon footprint by promoting EVs and reducing reliance on fossil fuels.
  • The scheme is designed to tackle one of the main obstacles to widespread EV adoption by expanding public charging infrastructure.
  • The support for electric ambulances and trucks introduces a new dimension to EV adoption, extending benefits beyond personal mobility to public health and logistics.

Important questions

  1. What is the total funding allocated for the PM E-DRIVE scheme, and how long will it run?
  2. How does the PM E-DRIVE scheme differ from the previous FAME India scheme in terms of objectives and support?
  3. What are the specific budget allocations for different categories of electric vehicles under the PM E-DRIVE scheme?
  4. How many fast chargers for electric vehicles are planned to be installed as part of the public charging infrastructure development?
  5. What role will state transport undertakings (STUs) and public transport agencies play in the implementation of the PM E-DRIVE scheme?

Conclusion

The PM E-DRIVE scheme is a strategic initiative to promote electric mobility in India, aiming to make EVs more accessible and practical for consumers and businesses. By replacing the FAME scheme, the government hopes to accelerate the transition to electric vehicles, thereby contributing to a greener and more sustainable future for the country.
