The National Green Tribunal approves the Great Nicobar Project
- A Bench of the National Green Tribunal (NGT) on Monday approved the ₹92,000-crore Great Nicobar Island mega project. The Tribunal said that because of the strategic importance of the project for the country, it did not find strong reasons to stop it.
- The Tribunal closed the petitions that had challenged the environmental clearance (EC) given to the project. However, it clearly directed the authorities to strictly follow all the environmental conditions mentioned in the clearance.
- The project includes building a transshipment port, an airport, a power plant, and a township on Great Nicobar Island.
- The Bench was hearing several petitions related to the environmental clearance that was granted in 2022.
- In 2023, an earlier Bench of the NGT had ordered the formation of a High-Powered Committee (HPC) to look into specific environmental concerns. These concerns included the protection of coral reefs, nesting areas of leatherback turtles, and claims that parts of the project were inside protected ecological zones.
- The people who challenged the project argued that the government had limited the HPC to examine only three issues. They said the terms of reference (ToR) given to the HPC were incorrect and that important environmental matters were not properly examined.
- The NGT said that enough safety measures were already included in the environmental clearance conditions. It also stated that it had earlier refused to interfere with these conditions in 2023, and that the remaining concerns were examined by the HPC.
- The Tribunal said that a balanced approach is necessary when developing a port at such an important and strategic location. It added that activities should be carried out strictly according to the ICRZ Notification, 2019, instead of stopping the project only because of fears or doubts.
- The Bench, led by Justice Prakash Shrivastava, said there was no mistake in how the terms of reference for the HPC were prepared. It also noted that the applicants did not raise any other major issue that required further examination.
- The Union government told the Tribunal that the HPC report should not be made public because it contains confidential information related to defence and national security. The NGT observed that this shows how important the project is for India.
- The order also said that to ensure proper compliance with environmental conditions, the Environment Ministry will take all necessary steps to protect coral reefs along the coast. It will also ensure coral regeneration using scientifically approved methods in suitable nearby areas.
- On the issue of shoreline erosion on Great Nicobar Island, the NGT said it will be the responsibility of the Environment Ministry to make sure that construction activities, including work along the coast, do not cause erosion or changes in the shoreline near the project site or other parts of the island.
- The Tribunal clearly directed that the island’s shoreline must be protected so that there is no loss of sandy beaches, which are important nesting places for turtles and birds and also help protect the islands from damage.
- The applicants also argued that the Environmental Impact Assessment (EIA) was done only for one season, while the rules require data from three seasons.
- The NGT recorded the government’s reply that since there are no high erosion areas in the Andaman & Nicobar Islands, collecting data for three seasons was not necessary.
- There were also allegations that some parts of the project fall within Coastal Regulation Zone-1A (CRZ-IA), which is highly protected. The Tribunal noted that ground inspection of the project area was done and that the HPC confirmed that no part of the project lies in CRZ-IA.
- The NGT said that the doubts raised about this issue are cleared by the environmental conditions already included in the clearance.
- Although the NGT has now disposed of the environmental clearance challenge, the matter of forest clearance is still being challenged before the Calcutta High Court.
- Local communities, including the Nicobarese and the Shompen tribes, who are Scheduled Tribes, have claimed that their rights over forest land have not been settled properly. They have also recently accused the Andaman and Nicobar administration of forcing them to give up their ancestral lands.
- Referring to the case pending before the Calcutta High Court, Jairam Ramesh said that the High Court is now the only hope left in the matter.
India’s flagship AI summit draws huge crowds; Narendra Modi calls it a moment of national pride
- After months of promotion, India’s main artificial intelligence event, the AI Impact Summit, was inaugurated on Monday by Prime Minister Narendra Modi. The event attracted huge crowds and filled the entire Bharat Mandapam complex, with thousands of people attending.
- Government officials had widely promoted the summit and organised pre-event programmes in many Indian cities and even abroad.
- These efforts appeared successful, as almost every part of the large 100-acre venue was full of visitors.
- According to Krishnan, Secretary of the Ministry of Electronics and Information Technology (MeitY), more than 2.5 lakh people registered for the event.
- Entry to the summit is free after registration, and officials said that visitor passes were oversubscribed.
- In a post on X, Prime Minister Modi said that the summit would help in global discussions on innovation, collaboration, and responsible use of artificial intelligence. He expressed hope that the event would help build a future that is progressive and full of opportunities.
- Modi visited the exhibition area and later said that it is a matter of great pride for India that people from around the world are coming to attend the India AI Impact Summit. He added that this shows India’s fast progress in science and technology.
- The summit featured more than 100 events, apart from those that were not livestreamed.
- Inside the exhibition halls, over 400 booths were set up by companies, universities, startups, and major global technology firms.
- However, despite the excitement, the event also faced logistical problems.
- Many attendees complained online about overcrowding and long lines at food stalls. Some vendors were not accepting digital payments.
- Certain food stalls ran out of supplies and could not restock quickly due to high demand.
- Some visitors also faced difficulty in getting drinking water.
- In the afternoon, parts of the venue were cleared for security checking, and exhibitors were asked to leave on short notice.
- One exhibitor claimed online that wearable devices kept for display were stolen.
- Later, access to some areas was restricted, which led to long queues at entry and exit gates.
- Some new and innovative services were also introduced at the venue.
- A quick-commerce company set up grocery and snack delivery points inside Bharat Mandapam.
- An online food delivery company allowed food to be ordered and delivered within the venue.
- Digi Yatra was tested at entry gates, allowing visitors to enter using facial recognition technology.
- Prime Minister Modi is scheduled to speak at the plenary session on Thursday, when the event will not be open to general visitors.
- Key speakers for that day include Sam Altman, Brad Smith, and Demis Hassabis.
- Although Jensen Huang’s expected visit was cancelled, it is not clear if any other speakers cancelled their plans.
- Bill Gates, who was earlier listed as a speaker, was later removed from the online list. Officials did not respond to questions about whether he would attend, even though he was in Amaravati earlier that day.
