15 Lakh Voters in Bihar Still Haven’t Submitted Enumeration Forms: EC

  • With only two days left before the July 25 deadline, about 15 lakh voters in Bihar still haven’t submitted the forms needed for a special voter list update, according to the Election Commission (EC).
  • The EC also shared that more than one lakh (100,000) voters couldn’t be found. Despite this, around 98.01% of Bihar’s voters have already taken part in this special revision process of the electoral rolls.
  • The Election Commission also mentioned that 20 lakh (2 million) people in the State have died, 28 lakh (2.8 million) have permanently shifted to other places, and 7 lakh (700,000) voters are wrongly listed in more than one location, which is not allowed.
  • On June 20, the names of voters who were wrongly added or hadn’t submitted their forms were given to about 1.5 lakh (150,000) booth-level agents. These agents were chosen by leaders of 12 big political parties in Bihar.
  • Those voters who filled and returned their forms on time will have their names included in the updated voter list (draft electoral roll), which will be published on August 1, after the first stage of this update is done.
  • If any mistakes are found in this draft list—like someone’s name wrongly included or spelled—the voters or political parties can file a complaint with the Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO) before September 1.
  • Also, if someone is eligible to vote but doesn’t find their name on the draft list, they too can submit a request to the ERO or AERO to get it added.
  • The EC also said that voters from Bihar who are currently living in other states temporarily, and who haven’t registered to vote elsewhere, can fill the form online by visiting https://electors.eci.gov.in or by using the ECINet mobile app.
  • They can also print out the form, sign it, and send it to their local Booth-Level Officer (BLO) through a family member. Another option is to send the signed form through WhatsApp after printing and filling it.
  • Voters can even check whether their form has been submitted successfully using these online options, so their name gets included in the updated voter list.

USA Cricket Fights for Survival Amid Power Struggle with Private Consortium ACE

  • In 2019, USA Cricket handed over the responsibility of managing top-level T20 cricket in the U.S. for 50 years to a private company called American Cricket Enterprises (ACE), with the aim of making cricket popular in the country.
  • ACE was started by Sameer Mehta, Satyan Gajwani, Vijay Srinivasan, and Vineet Jain. They promised to support national teams, build six cricket stadiums, and start pro cricket leagues in the U.S., all as per an agreement signed with USA Cricket.
  • On the playing field, things were going well. The USA even co-hosted the 2024 ICC Men’s T20 World Cup and reached the Super 8s stage by beating strong teams like Pakistan.
  • Because of their excellent performance, the USA cricket team was honored with the ICC’s “Associate Member Men’s Team Performance of the Year” award at a major event held in Singapore.
  • But off the field, serious problems began. With cricket being added to the 2028 Los Angeles Olympics, more people started watching how USA Cricket was run—and what they saw raised concerns.
  • About a year ago, the International Cricket Council (ICC) warned USA Cricket to fix its leadership issues. After their Annual General Meeting (AGM), the ICC gave them three months to hold proper elections and fix their rules.
  • These leadership issues have led to serious divisions in the way USA Cricket is being run. Now, the group’s ability to take part in the Olympics, its relationship with the ICC, and its control over cricket in the U.S. are all in danger.
  • Then, on June 23, USA Cricket sent a notice to ACE saying the company had broken its contract. The notice mentioned late payments, missed deadlines, and interfering in how USA Cricket is run.
  • In response, ACE said none of these accusations were true. They claimed USA Cricket is the one who broke the agreement and gave the wrong idea about the original deal.

India Restarts Tourist Visas for Chinese Nationals After 5-Year Hiatus

  • India has decided to begin issuing tourist visas again to people from China after stopping them for five years. This news came from the Indian Embassy in Beijing on Wednesday.
  • The Chinese government welcomed the move, calling it a “positive step” that will help rebuild relations between the two countries, which had been badly affected by the Galwan Valley clash and the military tensions along the border in 2020.
  • According to official posts on Chinese websites and social media, Chinese citizens can now apply online for a tourist visa starting Thursday. They can also visit the Indian consulates in Beijing, Shanghai, or Guangzhou to get their visa.
  • Even though this is a good sign for improving ties, China dismissed concerns raised by India and Bangladesh over a new dam it is building on the Brahmaputra River, which China calls the Yarlung Sangpo.
  • When asked about India’s decision to start giving tourist visas again, a Chinese foreign ministry spokesperson, Guo Jiakun, said it was a helpful step and added that both countries will keep talking to make cross-border travel easier.
  • All regular flights and most visa services between the two countries had stopped because of the COVID-19 pandemic and the border conflict. Since then, only students and businesspeople were given visas.
  • China restarted visa services for Indian students in 2022, and later extended it to include business and tourist visas. From January to June 2025, China issued nearly 85,000 visas to Indian citizens. However, India had not yet resumed issuing tourist visas to Chinese nationals until now.
  • Before the pandemic in 2019, about 3 lakh (300,000) Chinese tourists visited India, and 8.69 lakh (869,000) Indians traveled to China, showing strong tourism ties between the two countries back then.
  • After a meeting in October last year between India’s Prime Minister Narendra Modi and China’s President Xi Jinping in Kazan, Russia, both countries started high-level talks to improve ties and also restart the Kailash Manasarovar Yatra.
  • More recently, Indian Foreign Minister S. Jaishankar visited China and met Chinese leaders including Foreign Minister Wang Yi, President Xi Jinping, and Vice-President Hang Zheng during the SCO Foreign Ministers’ meeting.
  • In a recent interview with The Hindu, China’s Ambassador to India, Xu Feihong, said allowing the Kailash Manasarovar pilgrimage to resume was a major sign of goodwill to improve India-China relations.
  • When a journalist asked about China’s big dam project on the Yarlung Sangpo River, a Chinese government spokesperson said the project is fully within China’s borders and under its control.
  • He also said that China is working with countries like India and Bangladesh to share river data, reduce flooding, and improve disaster prevention in the region.
  • The dam being built is called the Medog Hydropower Station. With a planned capacity of 60,000 megawatts, it will be the largest in the world. Chinese Premier Li Qiang officially launched the construction last week, even as concerns were raised by nearby countries.
