Five individuals have been detained, and demolition work is underway following the drowning of students

So far, seven individuals have been arrested. The basements of coaching centers have been sealed, and encroachments on drains have been removed. The Home Ministry has established a committee to investigate the cause of the disaster. Students are protesting, calling for transparency in the investigation and accusing the police and Corporation of negligence. The Lieutenant Governor has announced compensation for the families of the deceased.

  • On Monday, the Delhi Police arrested five additional individuals related to the drowning of three IAS aspirants in the basement of a civil services coaching center in the Old Rajinder Nagar area, which occurred during heavy rainfall on Saturday.
  • Parvinder Singh, Sarvjit Singh, Harvinder Singh, and Tejinder Singh, who own different floors of the building, were arrested along with Manoj Katariya. Katariya drove an SUV through a flooded road near the coaching center, which led to water hitting the basement gate. This caused the gate to breach and the basement to flood. Authorities have seized the vehicle involved.
  • A court has ordered the accused to be held in judicial custody for 14 days. On Sunday, both the coordinator and the owner of the coaching center were taken into custody.
  • On Monday, the Municipal Corporation of Delhi sealed the basements or portions of five additional coaching centers, purportedly in violation of the law. To date, the civic body has taken action against 19 centers, including Rau’s IAS Study Circle, where the reported deaths occurred.
  • Mayor Shelly Oberoi announced that the Corporation carried out an operation to clear encroachments from the drains in Rajinder Nagar and surrounding areas.
  • The Union Home Ministry has formed a committee to investigate the incident, assign responsibility, and recommend policy changes. Tasked with submitting its report within 30 days, the committee includes the Joint Secretary of the Home Ministry as chair, the Additional Secretary of the Housing and Urban Poverty Alleviation Ministry, the Principal Secretary (Home) of the Delhi government, the Special Commissioner of Police, and the Fire Adviser.
  • The Corporation dismissed a junior engineer from the Karol Bagh zone, where the coaching centre is located, and has begun disciplinary proceedings against an assistant engineer.
  • Students maintained their protest outside the coaching center. Gathered around barricades, the aspirants called for transparency in the investigation, improved infrastructure, and compensation for the families of the deceased.
  • A protester highlighted concerns about hazardous conditions, including exposed live wires, overcrowded reading rooms, and numerous potholes, questioning why people must risk their safety daily.
  • Students, seeking a meeting with Delhi Lieutenant-Governor V.K. Saxena to present their demands and inquire about an investigation, criticized both the Delhi Police and the Corporation for their lack of action and expressed frustration over not being heard by the L-G.
  • On Monday evening, Mr. Saxena declared that each family affected by the deaths would receive ₹10 lakh in compensation. The political blame game persisted, with both the BJP and the Aam Aadmi Party staging protests.
  • The BJP held a demonstration near the AAP headquarters in Delhi, alleging that the Delhi government’s “criminal negligence” led to the fatalities. In response, the AAP demonstrated outside the Lieutenant-Governor’s office, calling for the removal of the Corporation Commissioner and punitive measures against officials who failed to clean the drains. The AAP has been claiming that the Lieutenant-Governor has not acted on numerous complaints against these officials.
  • The police have requested a status report from the Corporation on the desilting of drains near the coaching center. They are also inquiring whether any complaints have been filed against the institute with the civic agency and if any action has been taken. “We will seek details from MCD officials regarding the desilting procedures and the clearance certificate provided to Rau’s IAS Study Circle,” an officer stated.
  • The Corporation has been requested to provide the occupancy certificate because the basement owner reportedly claimed it was intended for parking and storage, according to the police.

A U.S.-born woman was rescued after being found chained to a tree in a forest

  • On Monday, police reported that a 50-year-old woman, born in the U.S., was discovered chained to a tree in the midst of a forest in Maharashtra’s Sindhudurg district.
  • Forest Inspector Vikas Padve from the Banda police station reported that the woman, identified as Lalita Kayi from the photocopy of a U.S. passport and an Aadhaar card found with her, also had an iron chain around her legs.
  • Padve told The Hindu, “On Saturday evening, a local shepherd from Sonurli village, which is 490 km away from Mumbai, heard cries from the woman. He informed the Sawantwadi police, who then arrived to help her and took her to a nearby hospital.”
  • Kayi was initially sent to the district hospital in Oros taluk and was later transferred to Goa Medical College for more advanced treatment.
  • According to the police, the Aadhaar card listed an address in Tiruvannamalai, Tamil Nadu. “The documents show that her visa has expired. We are collaborating with officials from the Foreigners Regional Registration Office to verify them and determine her nationality. We have discovered that she has been residing in India for at least the past 10 years,” Mr. Padve stated.
  • According to the police, the woman had been living in Goa for a while, and a team has been dispatched to Tamil Nadu and Goa. “At present, she is not stable enough to make an official statement. Preliminary details indicate that her husband may have chained her to the tree before fleeing,” Mr. Padve said.
