Stampede at Prayer Gathering in U.P. Results in 116 Deaths

Over 200 people were injured at a prayer meeting organized by self-styled godman Narayan Sakar Hari in Hathras. Although permission was granted for less than half that number, over 1 lakh people attended. Chief Minister Yogi Adityanath has formed a committee to investigate the cause of the incident.

  • At least 116 people were killed and over 200 injured in a stampede at a religious event in Hathras district, Uttar Pradesh, on Tuesday. Uttar Pradesh Chief Secretary Manoj Kumar Singh reported that among the deceased, seven were children, one was a man, and the rest were women.
  • Over 1.2 lakh people gathered for a satsang (prayer meeting) titled “Manav Mangal Milan Sadbhavana Samagam,” organized by self-styled godman Narayan Sakar Hari at Fulrai village within the Sikandrarau police station limits. Eyewitnesses reported that the police were unable to control the crowd, which became frenzied as they attempted to greet the godman at the end of the satsang. Sikandrarau Sub-divisional Magistrate Ravendra Kumar mentioned that devotees also sought to collect soil from around his feet.
  • Heart-wrenching visuals shared by fellow participants showed bodies lying outside the post-mortem house, while the relatives of the deceased cried out for help. People were forced to carry those who had fainted to seek assistance, as no ambulance was available on the scene. The godman and his aides reportedly departed the scene immediately following the stampede.
  • Sumit Kumar, an eyewitness, questioned how authorities could permit such a large event without adequate preparedness for potential incidents. He criticized the administration for the inadequate arrangements.
  • At a community health care center in Hathras, people began protesting due to the absence of doctors to attend to the injured. Videos showed individuals transporting the injured and deceased in mini-lorries.
  • Uttar Pradesh Chief Minister Yogi Adityanath has formed a committee to investigate the cause of the incident. Ashish Kumar, District Magistrate of Hathras, stated that permission for the event was granted by the Sub-divisional Magistrate, and the rest of the arrangements were the responsibility of the organizers. Initial investigations revealed that over twice the permitted number of attendees were present at the event.
  • Shalabh Mathur, Inspector-General of Police, Aligarh Range, reported that 116 bodies have been recovered so far, with 27 sent to the Etah mortuary and the remaining in Hathras. He mentioned that bodies were transferred to nearby facilities for post-mortem to facilitate their prompt return to families. Mathur also noted that a First Information Report (FIR) was being registered against the organizers.
  • Reflecting on the harrowing incident, Shakuntala, an eyewitness, recounted, “Everyone was scrambling to leave the venue after the satsang concluded. The fields surrounding the event were muddy, and people began to fall into the mud, one on top of another.”
  • The godman was also planning to conduct a similar satsang in Agra starting from July 4, but authorities denied permission following Tuesday’s incident.

Modi claims mandate signifies continuity, labels Congress a ‘parasite’ on its allies

  • In his first parliamentary address since being sworn in for a third term as Prime Minister, Narendra Modi stated on Tuesday that the Lok Sabha election results represented a mandate for “stability and continuity.” Speaking for nearly two and a half hours amid opposition protests over Manipur, Modi fiercely criticized the Congress, calling it a “parasite party” that secured its 99-seat tally by depending on its allies.
  • He was speaking in the Lok Sabha during the Motion of Thanks to the President for her address to the joint session of Parliament. Without directly naming Rahul Gandhi, the Leader of the Opposition in the Lok Sabha, the Prime Minister criticized him, describing Monday’s session as witnessing “the wailing of a person with ‘balak buddhi’ (imbecile),” a derogatory term he used multiple times in his speech. Highlighting the Congress party’s defeat in three consecutive Lok Sabha elections, Mr. Modi pointed directly at Mr. Gandhi, asserting, “You can’t do it.”
  • The Prime Minister seized the opportunity to rebut the Opposition’s accusations during the election campaign that the BJP was attempting to abolish reservations and acting “anti-constitutional.” He cited statements made by the first Prime Minister, Jawaharlal Nehru, regarding reservations and emphasized the Congress’s treatment of B.R. Ambedkar, the principal architect of the Constitution.
  • He dedicated a considerable portion of his speech to post-2014 India, lauding the BJP government for cultivating “self-confidence,” which he asserted has spurred development. He commended his administration for moving from an “appeasement model of governance” to a “saturation model of governance,” ensuring that schemes benefit everyone. “In our third term, we will accelerate our efforts threefold… ensuring triple the outcomes,” Mr. Modi declared.
  • As the Prime Minister began his speech, the Opposition moved into the Well of the House, raising slogans about the situation in Manipur. They demanded that Mr. Modi visit the conflict-ridden state, highlighting that he has not been there since ethnic violence erupted on May 3, 2023. Despite Lok Sabha Speaker Om Birla’s appeals and reprimands, the Opposition continued their sloganeering throughout the speech.
  • The Prime Minister directed his criticism at the Congress, stating that they have once again been given the mandate to sit in the Opposition. “Instead of accepting defeat, they are displaying arrogance. They are attempting to create a narrative that they have defeated us,” he remarked.
  • Modi also extensively discussed “reservation” and the “Constitution,” two pivotal issues in the 2024 election campaign. He remarked, “Those now honoring the Constitution failed to implement it in Jammu & Kashmir. We had to abolish Article 370 to enforce it in J&K.”
  • Before concluding his address, Modi eventually spoke about the recent “paper leaks” and the NEET controversy. He stated that the government is working urgently to prevent such incidents, emphasizing that those jeopardizing the future of young people will face strict consequences.

Bihar government appeals to Supreme Court against High Court’s decision to nullify 65% quota

  • On Tuesday, the Bihar government lodged a petition with the Supreme Court challenging the Patna High Court’s ruling that nullified the state’s increased reservation quota for disadvantaged communities. The quota, which includes SCs, STs, Extremely Backward Classes (EBCs), and OBCs in government jobs and educational institutions, was increased from 50% to 65%.
  • The Bihar government’s appeal to the Supreme Court was filed by advocate Manish Kumar. Senior advocate Dinu Kumar, who represented the petitioners challenging the quota increase in the High Court, confirmed that the State government filed the appeal on Tuesday. Ayush Anand, representing the petitioners, also filed a caveat in response.
  • Following the publication of a caste-based survey report in 2022, the government decided to elevate the quota from 50% to 65%. Shortly thereafter, Public Interest Litigation (PIL) petitions were filed in the Patna High Court challenging the quota increase on grounds of it being a “violation of citizens” right to equal opportunity in employment and education.”
  • Dinu contended that the Supreme Court had set a 50% cap on reservations in the Indira Sawhney case. He informed the Patna High Court that the State’s decision was made “based on the caste proportion.” Representing the government, Advocate-General P.K. Shahi argued that the quota increase was necessary due to inadequate representation of these social classes.
