• The report of the Fifteenth Finance Commission, along with an Action Taken Report, was tabled in Parliament on February 1. The Commission, headed by N K Singh, had submitted its Report to the President in December 2019.

♦What is Finance Commission and its Purpose

♠What is Financial Commission?

• Article 280 of the Constitution requires that a Finance Commission be constituted to recommend the distribution of the net proceeds of taxes between the Centre and states, and among the states.
• Note: First Commission was set up in November 1951 under the Chairmanship of K C Neogy, a former member of the Constituent Assembly and diwan of a princely state.

♠Purpose

• A flagship annual document of the finance ministry, the Survey reviews the developments in the Indian economy over the previous 12 months, summarises the performance on major development programmes, and highlights the policy initiatives of the government and the prospects of the economy in the short to medium term.
• The framers of the Constitution were seeking to address the vertical imbalance between the taxation powers and expenditure and responsibilities of the federal government and the states, and the horizontal imbalance, or inequality, between states that were at different stages of development.
• Ensuring inclusiveness is, therefore, a key mandate of the Finance Commission. That means assigning weights to things like population, the fiscal distance between the top ranked states and the others, etc.

♠What about projections?

• The survey puts out economic growth forecasts, giving out detailed reasons why it believes the economy will expand faster or decelerate.

• एक्शन टेकन रिपोर्ट के साथ पंद्रहवें वित्त आयोग की रिपोर्ट 1 फरवरी को संसद में पेश की गई थी। एन के सिंह की अध्यक्षता वाले आयोग ने दिसंबर 2019 में अपनी रिपोर्ट राष्ट्रपति को सौंप दी थी।

• नोट: पहला आयोग नवंबर 1951 में संविधान सभा के पूर्व सदस्य के सी नेओजी की अध्यक्षता में स्थापित किया गया था और एक रियासत का दीवान था।

♠उद्देश्य

• वित्त मंत्रालय का एक प्रमुख वार्षिक दस्तावेज, सर्वेक्षण पिछले 12 महीनों में भारतीय अर्थव्यवस्था के विकास की समीक्षा करता है, प्रमुख विकास कार्यक्रमों पर प्रदर्शन को सारांशित करता है, और सरकार की नीतिगत पहलों और संक्षेप में अर्थव्यवस्था की संभावनाओं पर प्रकाश डालता है।
