The new spending commitment—which gained momentum under pressure from former US President Donald Trump—was hailed as a “transformational” move to enhance NATO’s collective defence, especially in response to threats from Russia.
While most allies reached consensus, Spain opted out, choosing to maintain defence spending at around 2.1% of GDP, drawing criticism from partners who argued full adherence was crucial.
