CJI announces plan to expand Supreme Court

  • Chief Justice of India D.Y. Chandrachud has announced a plan to expand the Supreme Court with 27 additional courts and 51 judges’ chambers.
  • Currently, the Supreme Court has 17 courtrooms and two registrar courts. Its judicial strength is 32.
  • In his address at the 76th Independence Day celebrations at the Supreme Court lawns, Chief Justice Chandrachud said an “overhaul” of the court infrastructure was necessary on a priority basis to make courts more accessible and inclusive.
  • The top judge said the emphasis of the new project would be on modernizing the judicial infrastructure.
  • We plan to expand the Supreme Court by constructing a new building to accommodate 27 additional courts, 51 judges’ chambers, 4 Registrar Court Rooms, 16 Registrar Chambers, and other requisite facilities for lawyers and litigants. This expansion is proposed in two phases.
  • In the first stage, the court museum and annexes building would be demolished to construct a new building with 15 courtrooms, judges’ chambers, Supreme Court Bar Association (SCBA) library, offices for the SCBA and Supreme Court Advocates-on-Record Association (SCAoRA) office-bearers, canteen, women lawyers bar room and other facilities.
  • In the next phase, some of the portion of the existing court complex would be demolished for the construction of the second part of the new building to accommodate 12 courtrooms, judges’ chambers, registrar courts, and lounges for SCBA and SCAoRA.
  • The new building will reflect the constitutional aspirations, beliefs, and priorities of the Indian people, in addition to providing a space which facilitates access to justice.
  • Phase III of the e-Courts project seeks to revolutionize the working of courts in India by inter-linking of all courts across the country, setting up the infrastructure of paperless court, digitization of court records, and setting up advanced e-sewa kendras in all court complexes.

Cabinet allows governments to spend Rs 57,613cr for 10,000 new e-buses

  • The Cabinet, chaired by Prime Minister Narendra Modi, has approved the Rs 57,613 crore PM-eBus Sewa initiative to augment the use of electric buses in 169 cities.
  • The scheme will augment city bus operations, under which priority will be given to cities having no organized bus service.
  • Out of the Rs 57,613 crore outlined for the scheme, support of Rs 20,000 crore will be provided by the Centre.
  • The scheme will cover cities with 300,000 and above population, according to Census 2011.
  • These include all the capital cities of Union Territories (UTs), northeastern and hill states. The e-buses will be provided under the public-private partnership (PPP) mode for 10 years.
  • A total of 181 cities will also be supported for the development of charging infrastructure under the Green Urban Mobility Initiatives.
  • The move aims to help the Centre’s plan to deploy 50,000 e-buses under the National Electric Bus Program and achieve 40 percent e-bus penetration by 2030 and carbon neutrality by 2070.

Cabinet approves 7 projects for Indian railways

  • The Cabinet, chaired by Prime Minister Narendra Modi, has approved seven multi-tracking projects targeted at Indian railways with an outlay of Rs 32, 500 crore.
  • The projects will be built completely on Engineering, procurement, and construction (EPC) mode, and will add 2,339 kilometres to the existing network of Indian Railways.
  • The projects will receive 100 percent funding from the central government. They will cover 35 districts across Andhra Pradesh, Bihar, Gujarat, Jharkhand, Maharashtra, Odisha, Telangana, Uttar Pradesh, and West Bengal.
  • The projects will provide employment of 7.06 crore person-days to the people of the selected states.
  • The government is also planning to introduce a production-linked incentive (PLI) scheme for train component makers as part of its efforts to attract foreign manufacturing firms and reduce dependence on imports, people aware of the matter said
  • The contours of the PLI scheme will be worked out with the help of a consultancy firm, which will be selected through a bidding process this month.
  • Under the PLI programme, the government offers output-linked incentives for products that are usually imported.
  • The PLI scheme being considered for the railways is in line with the government’s plan of having only two types of passenger coaches in Indian Railways–Linke Hofmann Busch (LHB) and Vande Bharat–down from 28 at present.
  • The import component in LHB coaches, introduced in 1999, is around 1.5%, but in the Vande Bharat trains it is estimated to be about 15%.
  • This PLI programme will incentivize setting up of new manufacturing units, or expanding existing ones to supply coach and engine parts that are otherwise imported.
  • The last contract was awarded in April this year to China’s TZ (Taizhong) Hong Kong International Ltd. for 33,000 LHB wheels, among other parts. Aurangabad-based Bonatrans India, too, had won an order but this was importing black forged axles from Railteco, China, and then machining in India.
  • To cut some of this import dependence, the railways recently awarded a procurement order for 1.54 million forged wheels that are manufactured in the country.
  • The demand for Vande Bharat and LHB components is going to increase manifold in the country. There will be 4,500 VB trains running in the country by 2047.
