Canadian Prime Minister Justin Trudeau has invoked the Emergencies Act for ending the anti-vaccine mandate protests taking place across the country and blocking parts of the capital Ottawa. Emergency Act has been used for the first time in the country.

What is the matter behind protest?

Canadians have been protesting since three weeks to oppose a vaccination rule. A vaccination rule is mandated truckers for fully vaccinated if they want to cross the Canada-US border or they would be quarantined after returning.

The protests have affected Canada’s economy as well as its relations with the US.

About Emergencies Act:

  • In 1988 the Emergencies Act was passed for the national emergencies which can be taken “special temporary measures to ensure safety and security” and for powers to the state to make other acts.
  • As per the emergency act it can only be enforced when the situation cannot be handled through existing law in Canada.
  • The Emergencies Act of Canada can be enforced in parts also as per the situation.

The act consist mainly four emergencies: (i) public welfare emergency, (ii) public order emergency, (iii) war emergency and (iv) international emergency

How it affect the protestors?

The Emergencies Act grants the state the power to forbid or influence its citizens from gathering to control the activities which breaches the peace; travel of Canadians to, from or within specified areas; and use of a specific property by citizens.

Government is powered to secure protected areas and taking control or restoring and maintaining public spaces or services.

History of Emergency Act:

The Emergencies act was earlier recognized as War Measures Act. This War Measures Act had been used 52 years ago in 1970 by then Prime Minister Pierre Trudeau (Current PM Justin Trudeau’s father).

It was imposed when Quebec terrorists had kidnapped a British diplomat and a Quebec politician. To combat that issue then PM Pierre Trudeau had stop civil liberties temporary and had sent in armed forces to deal with the kidnappings.
