Government Launches TEAM Initiative to Enhance Digital Commerce for MSMEs

  • On January 29, 2025, the Ministry of Micro, Small, and Medium Enterprises (MSME) launched the Trade Enablement and Marketing (TEAM) Initiative.
  • The initiative is designed to enhance the digital presence of Micro and Small Enterprises (MSEs) across India.

Key Objectives of the TEAM Initiative

  1. Digital Integration of MSEs: The primary goal is to assist five lakh MSEs in onboarding the ONDC platform, thereby expanding their reach in the digital marketplace. Notably, half of these enterprises are anticipated to be women-owned.
  2. Financial Support: The initiative provides financial assistance to MSEs through Seller Network Participants (SNPs). This support encompasses various aspects:
  • Catalogue Development: Assisting businesses in creating comprehensive digital catalogs to showcase their products effectively.
  • Account Management: Offering guidance on managing online accounts, ensuring smooth operations on digital platforms.
  • Logistics and Packaging: Providing subsidies for transportation, logistics, and packaging, including design aspects, to enhance product presentation and delivery efficiency.
  1. Awareness and Training Workshops: To maximize outreach, especially among women and SC/ST-owned MSEs, the initiative plans to conduct 150 e-commerce workshops. These sessions will be held predominantly in Tier 2 and Tier 3 cities and MSME clusters, focusing on:
  • Raising awareness about the benefits of e-commerce.
  • Offering hands-on assistance for onboarding onto the ONDC platform.
  • Providing training on digital tools and best practices.

Implementation Strategy

The TEAM initiative will be executed in collaboration with various stakeholders:

  • Seller Network Participants (SNPs): These entities will play a crucial role in connecting MSEs to the ONDC platform. Their responsibilities include:
  • Assisting with the registration and Know Your Customer (KYC) processes.
  • Providing account management support, encompassing order fulfillment, operational assistance, logistics, training, and contract management.
  • Subsidy Provisions: To alleviate financial burdens, the initiative offers:
  • Transportation and Logistics Subsidies: For Business-to-Consumer (B2C) transactions, a subsidy of ₹50 per order for up to 10 orders; for Business-to-Business (B2B) transactions, ₹200 per order for up to 10 orders.
  • Packaging Material Subsidies: For B2C, ₹20 per order for up to 10 orders; for B2B, ₹250 per order for up to 10 orders.
  • Packaging Design Subsidies: Covering 20% of the packaging design cost or ₹2,000 per MSE, whichever is less.
  • AI-Based Cataloguing System: To expedite and reduce the cost of digital catalog preparation, an AI-driven system will be developed, facilitating efficient and effective catalog creation for MSEs.

Collaborations and Agreements

During the launch event, several Memoranda of Understanding (MoUs) were exchanged to strengthen the initiative’s framework:

  • State Governments: Partnerships with Goa, Andhra Pradesh, and Maharashtra to promote the scheme at the state level.
  • Institutions: Collaborations between the Ministry of MSME and entities like the Indian Institute of Arbitration and Mediation (IIAC) and Bhashini to support various facets of the initiative.
  • National Small Industries Corporation (NSIC) and ONDC: An MoU to facilitate the seamless integration of MSEs into the digital commerce network.
  • Small Industries Development Bank of India (SIDBI) and Partner Financial Institutions: Agreements to provide financial support and services to MSEs under the scheme.

Additional Initiatives

In conjunction with the TEAM initiative, the MSME Ministry launched the “Yashasvini” campaign, targeting the empowerment of one lakh women entrepreneurs in smaller cities. This campaign focuses on:

  • Skill Development: Providing training programs to enhance the capabilities of women entrepreneurs.
  • Capacity Building: Offering resources and support to strengthen business operations and sustainability.
