India’s Biggest Tribal Upliftment Drive Launched

India’s Biggest Tribal Upliftment Drive Launched

The Indian government launched the Dharti Aaba Janbhagidari Abhiyan on June 15, 2025, as part of a nationwide effort to empower tribal communities across the country.

  • The campaign will run until June 30, 2025, during which extensive outreach and benefit delivery activities are planned in tribal-dominated areas.
  • This initiative is being carried out under the broader framework of Janjatiya Gaurav Varsh, which commemorates tribal heritage and achievements.
  • Janjatiya Gaurav Varsh was started on November 15, 2024, to mark the birth anniversary of the iconic tribal leader and freedom fighter Birsa Munda.

Scale & Coverage

  • Geographical Reach

    • It encompasses 549 districts with a predominant tribal population and 207 districts mainly inhabited by Particularly Vulnerable Tribal Groups (PVTGs), covering close to 100,000 villages and settlements.
    • 2,900+ blocks via special welfare camps.
  • Camp-Based Mechanism: These “benefit saturation camps” ensure doorstep delivery of government entitlements directly in tribal habitations.

Objectives

  • Maximize benefit saturation: ensure no eligible household misses out.
  • Doorstep delivery: administrative services provided at village level.
  • People’s participation (Janbhagidari): members of the community, Panchayati Raj Institutions (PRIs), government officials, and tribal leaders collaborated together.
  • Heritage celebration: reinforcing cultural identity under Janjatiya Gaurav Varsh.

Stakeholder Involvement

  • Central Leadership: The Ministry of Tribal Affairs (MoTA) is heading the campaign in collaboration with 17 central ministries, including Health, Agriculture, Panchayati Raj, Women & Child Development, and others.
  • District Mobilization: Over 125 District Magistrates and Deputy Commissioners have been actively engaged by district administrations to carry out outreach and build awareness.
  • Community Participation: Local bodies and tribal leaders are playing a crucial role by spreading awareness, helping with beneficiary enrollment, and addressing ground-level concerns.

Benefit saturation camps offer a comprehensive range of services:

  • Identity & Documentation

    • Aadhaar enrolment/updating
    • Ayushman Bharat health cards
    • Jan Dhan bank accounts

Convergence Model: PM‑JANMAN & DAJGUA

  • PM‑JANMAN Support: The campaign aligns with PM‑JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan), launched in November 2023 to uplift Particularly Vulnerable Tribal Groups (PVTGs).
  • DAJGUA Implementation: The initiative also includes the implementation of DAJGUA (Dharti Aaba Janjatiya Gram Utkarsh Abhiyan), launched in October 2024, aimed at addressing deficiencies in infrastructure and essential services.
  • Holistic Development: By integrating both schemes, the campaign ensures effective service delivery and long-term development in tribal areas.

Voices from the Field

  • Minister’s Remark: Union Tribal Affairs Minister Jual Oram referred to the campaign as an important move towards achieving “Antyodaya and Viksit Bharat,” with the goal of uplifting and empowering the most underprivileged sections of society.
  • Historic Scale: Minister of State Durga Das Uikey called the initiative unprecedented in terms of its scale, structure, and strong focus on community-led development.

State-Level Synergies & Regional Participation

  • Jharkhand (East Singhbhum): DAJA drive via 275+ camps planned in 231 panchayats until June 30, registering beneficiaries for 35+ schemes.
  • Rajasthan: Under Janjatiya Gaurav Varsh, health camps are serving remote tribal regions from June 15–30.
  • Odisha (Gajapati District): Gram sabhas and camps in 345 villages across 86 panchayats, raising awareness on Ayushman Bharat, PM-Kisan, Ujjwala, electrification, and Aadhar.

Early Outcomes & Impact Signals

  • Ground mobilisation strong: Over 125 DMs/DCs active; 231 to 345 panchayats engaged depending on district.
  • Programme density: Some districts running 275+ camps, others planning health and awareness camps; reflection of localized deployment.
