Demand for President’s Rule Returns Amid Continuing Manipur Unrest

  • Thousands of Kuki-Zo people staged protests on the streets of Churachandpur and Kangpokpi districts of Manipur on Saturday, demanding the unconditional release of Kuki hostages and justice for three church leaders who were killed in an ambush by extremists on May 13.
  • Several Kuki civil society organisations submitted a memorandum to Union Home Minister Amit Shah, demanding the reimposition of President’s Rule in Manipur.
  • The protest rallies took place alongside the extension of a 48-hour total shutdown called by the Kuki Inpi Manipur (KIM), the apex body of Kukis in the State, amid anger over the continued “targeted persecution” of the community.
  • According to Manipur Home Minister Govindas Konthoujam, more than 38 Kuki and Naga people were taken captive by various groups after the killing of the three church leaders.
  • Security forces and community-based organisations helped secure the release of 28 hostages on Friday.
  • Unconfirmed reports stated that 10 more hostages were released on Saturday, but Kuki-Zo groups claimed that 14 community members were still being held captive.
  • Protesters participating in the rally organised by the Committee on Tribal Unity demanded the immediate, safe, and unconditional release of all Kuki hostages.
  • The protesters also called for the urgent implementation of the charter of demands submitted to the Centre.
  • The charter of demands included:
    • A probe by the National Investigation Agency into the killing of the church leaders.
    • Permanent security guarantees for civilians and vulnerable villages.
    • Establishment of special security zones in conflict-prone areas.
    • Expedited political engagement with Kuki-Zomi extremist groups under the Suspension of Operations pact.
  • KIM president Ch. Ajang Khongsai stated at the gathering that the continued captivity of innocent civilians was not merely unlawful detention but “an act of terror against a people”.
  • During the “mass rally for justice” held in Churachandpur, the Kuki Women Organisation for Human Rights (KWOHR) and other civil society groups submitted another memorandum to Amit Shah.
  • The memorandum condemned the killing of the three Kuki-Zo religious leaders and raised concerns over the continuing violence in the region.
  • The KWOHR alleged that the ongoing violence was connected to “proxy attacks” being carried out against the Kuki-Zo people.
  • The organisation also expressed concern over repeated incidents of violence, displacement, and insecurity in the region.
  • The KWOHR demanded:
    • Reimposition of President’s Rule in Manipur.
    • Strengthening of security deployment in Kuki-Zo inhabited areas.
    • A high-level investigation into the killings and related incidents of violence.
    • Fulfilment of the long-standing demand for a separate administration for the Kuki-Zo people under the Constitution of India.

Teacher from Pune Arrested in Connection with NEET Paper Leak Case

  • The Central Bureau of Investigation (CBI) on Saturday arrested a biology lecturer from Pune in connection with the 2026 NEET-UG paper leak case.
  • The accused, Manisha Gurunath Mandhare, had been appointed by the National Testing Agency (NTA) as an expert and was involved in this year’s examination process.
  • According to the CBI, she had complete access to the botany and zoology question papers.
  • The agency stated that in April 2026, Ms. Mandhare mobilised prospective NEET examination candidates through Manisha Waghmare of Pune, who had already been arrested on May 14.
  • She allegedly conducted special coaching classes for these students at her residence in Pune.
  • During these classes, Ms. Mandhare reportedly explained and disclosed several botany and zoology questions, asked students to note them down in their notebooks, and also marked them in their textbooks.
  • The CBI said that the majority of these questions matched the actual NEET-UG 2026 examination paper conducted on May 3.
  • So far, the agency has arrested nine accused in the case.
  • The CBI had earlier arrested Pune-based chemistry lecturer P.V. Kulkarni on charges of leaking chemistry questions.
  • The agency alleged that Mr. Kulkarni had access to the question papers because he too was involved in the examination process on behalf of the NTA.
  • According to the investigation, during the last week of April, he mobilised students with the help of Ms. Waghmare, who is a beauty salon owner.
  • The agency described him as the “kingpin” who conducted special coaching classes for students at his residence in Pune.
  • During these sessions, he allegedly dictated questions, answer options, and correct responses, which the students wrote down in their notebooks.
  • The questions provided during these classes reportedly matched those asked in the actual NEET-UG examination paper.
  • The other accused arrested in the case are Dhananjay Lokhande from Ahilyanagar, Shubham Khairnar from Nashik in Maharashtra, Mangilal Biwal, Vikas Biwal, and Dinesh Biwal from Jaipur, Rajasthan, and Yash Yadav from Gurugram, Haryana.
  • Amid the controversy over the paper leak, the Centre on Saturday appointed two new Joint Secretaries and Joint Directors in the National Testing Agency.

Russian President Vladimir Putin to Visit China on May 19 Following Donald Trump’s Beijing Trip

  • Vladimir Putin will visit China on May 19 for a two-day trip, shortly after the visit of Donald Trump to Beijing, the Kremlin announced on Saturday.
  • During the visit, Mr. Putin will hold talks with Xi Jinping on ways to “further strengthen the comprehensive partnership and strategic cooperation” between Moscow and Beijing, according to a Kremlin statement.
  • Putin and Mr. Xi are also expected to exchange views on major international and regional matters and sign a joint declaration after their discussions conclude.
  • As part of his schedule in China, Mr. Putin will additionally meet Chinese Premier Li Qiang to discuss economic and trade cooperation between the two countries.
  • The announcement of the Russian President’s visit came soon after Mr. Trump completed the first visit to China by a U.S. President in nearly ten years on Friday.
  • Despite the grand welcome given during Mr. Trump’s trip, several major trade and geopolitical disputes between the United States and China remain unresolved, including issues linked to the Russia-Ukraine War.
  • Trump and Mr. Xi discussed the more than four-year-long Ukraine conflict as well as the U.S. President’s stalled war with Iran, but Mr. Trump left China without securing any visible breakthrough on either issue.
  • S.-brokered negotiations aimed at ending the fighting in Ukraine have reportedly remained stalled since the beginning of the U.S.-Israeli war with Iran, which started on February 28.
  • Before Mr. Trump arrived in China, Volodymyr Zelenskyy had urged the U.S. President to raise the issue of stopping the conflict during his talks with Mr. Xi.
  • Moscow has rejected the idea of a ceasefire or broad peace negotiations with Ukraine unless Kyiv accepts the Kremlin’s maximum demands.
  • Although China has repeatedly called for dialogue and negotiations to end the war, it has never criticised Russia for sending troops into Ukraine and continues to present itself as a neutral party in the conflict.
