Rubio Offers U.S. and Venezuelan Oil to India
- Calling India a “refining superpower,” U.S. Secretary of State Marco Rubio said on Tuesday that he had discussed the possibility of India buying oil from the United States during his talks with India’s External Affairs Minister S. Jaishankar. He added that India and the U.S. were “very, very close” to completing the talks on their long-delayed Free Trade Agreement (FTA).
- Rubio also said that he would discuss a plan to send more Venezuelan oil to the Reliance Energy refinery in Jamnagar, Gujarat, owned by Mukesh Ambani, so that the oil could be processed there.
- Energy, trade, and connectivity were the main topics discussed when India’s External Affairs Minister S. Jaishankar hosted Mr. Rubio and the United Arab Emirates (UAE)h Foreign Minister Sheikh Abdullah Bin Zayed Al Nahyan in Mumbai.
- Jaishankar first held separate meetings with each of the two visiting Foreign Ministers. After that, he held a joint meeting with both of them. This showed that the three countries also discussed working together on energy, trade, and connectivity.
- Jaishankar described the joint meeting of the three countries as a “useful exchange of perspectives on energy, connectivity and contemporary developments”. In simple words, the leaders shared their views on energy, ways of connecting countries and regions, and recent developments.
- The Ministry of External Affairs had not announced this three-country meeting beforehand. The meeting took place at a time when the UAE was facing many problems related to energy exports and trade because of the U.S. war in Iran and Iran’s blockade of the Strait of Hormuz, an important route for the movement of oil and other goods.
- S. Ambassador to India Sergio Gor said that the United States, India, and the UAE had real opportunities to work together more closely in the fields of energy, trade, technology, and regional connectivity.
- However, the statements made during the meetings did not mention any plans related to I2U2, a group formed in 2021 by India, Israel, the United States, and the UAE. They also did not mention the India-Middle East Economic Corridor (IMEC), a proposed route for improving trade and connectivity that was announced in 2023.
- Rubio’s visit came at a time when relations between India and the U.S. were facing tension because of several issues. These included recent U.S. steps to stop H-1B visas, the threat of sanctions against India over its purchase of Russian oil—which had since been put on hold—and delays in completing the Free Trade Agreement.
- Speaking about the trade agreement, Mr. Rubio said that India and the U.S. were extremely close to completing it. He explained that they were almost ready to finalise the agreement, although it had not yet been signed or completed. He said that only a few issues remained to be settled and expected the agreement to be completed soon.
- India as a strong partner: Mr. Jaishankar met UAE Foreign Minister Sheikh Abdullah in Mumbai just four days after visiting Abu Dhabi, where the two Foreign Ministers had also spent time together. Mr. Rubio, meanwhile, was visiting India for the second time in five months. His previous visit had been to New Delhi in May that year to attend the Quad Foreign Ministers’ meeting.
- Questions had been raised about Mr. Rubio’s planned two-day visit to Jamnagar. Some people also criticised him for calling Mr. Jaishankar to Mumbai instead of travelling to New Delhi to meet him there.
- At the Taj Mahal Palace Hotel in Mumbai, Mr. Rubio and Mr. Jaishankar paid tribute to the people who lost their lives in the 26/11 terrorist attacks. While speaking to journalists at the hotel, Mr. Rubio answered questions about the purpose of his visit and why he had returned to India so soon after his previous visit.
- Rubio explained that India’s External Affairs Minister, S. Jaishankar, had visited the United States four times that year. He said that India was an important country for the U.S. to maintain close relations with because India was the world’s most populous country and the largest democracy. He also pointed out that India was a trade and defence partner, an important strategic partner, and a member of the Quad, a group of four countries that includes India, the U.S., Japan, and Australia.
- Rubio explained that during his visit to Jamnagar, he would visit the Reliance oil refinery and the Vantara animal facility. One of the main purposes of his visit to the refinery was to discuss the possibility of bringing more Venezuelan oil to the plant for processing.
- He said that the U.S. had already discussed this possibility with Reliance Energy in the past. During this visit, he wanted to find out what was causing the delay and what opportunities were available for moving the plan forward. He added that they would see how the discussions went before deciding on the next steps.
- Rubio also said that Reliance had operated in Venezuela in the past and had a large capacity to refine oil. This made the company an important potential partner for processing more Venezuelan oil.
- When asked about India’s purchase of Russian oil, which made up around 45% to 50% of the total oil India purchased, Mr. Rubio said that he was pleased to see India making considerable progress in buying oil from different countries instead of depending heavily on a limited number of sources.
- He added that the United States and Venezuela could supply more oil and other energy resources to India. This could help India increase the number of countries from which it buys oil.
- In the previous month, oil purchased from Russia, the United States, and Venezuela together made up around two-thirds of India’s total oil imports. This means that these three countries supplied approximately two-thirds of all the oil India imported during that month.
China Announces Restrictions on Exports of Critical Machinery
- China has announced that it will introduce export controls on tunnel-boring machines (TBMs) and other heavy machines used in high-altitude areas from November 18. The aim of these measures is to better protect China’s national security and interests.
- These new rules are likely to affect exports to India. On Monday, China’s Ministry of Commerce said that companies exporting these machines to sensitive countries and regions that have disputes with China must apply for a licence. Companies exporting the same items to other countries will have to register in advance to obtain the required certificates.
- The announcement covers tunnel-boring machines (TBMs) and other heavy machines used for construction in mountainous areas and at heights of more than 3,000 metres. These machines include walking excavators and plateau-type wet shotcrete machines, which are used for construction work in mountainous and high-altitude areas.
- China’s Ministry of Commerce said that these machines can be used for both civilian and military purposes. This means that although they are mainly used for construction and other civilian work, they can also have military uses.
- China stated that these measures are intended to better protect its national security and interests. They will also help the country meet its international responsibilities, including those related to preventing the spread of weapons and other technologies that could be used for harmful purposes. China also said that it had informed the countries and regions with which it has established systems for discussing export-control issues.
- This announcement came just a few days after Beijing revealed plans to introduce wide-ranging export controls on 40 advanced technologies. These include technologies used in certain advanced solar manufacturing processes and some artificial intelligence (AI) platforms.
- India has previously raised concerns with China about delays in customs clearance for imported tunnel-boring machines. These machines are needed for several projects, including metro rail networks and important tunnelling projects in border areas.
- India depends on imports to obtain these important heavy machines. Problems with importing them from China began in 2024.
- In October 2024, Union Commerce Minister Piyush Goyal publicly raised this issue during a visit by German Vice-Chancellor Robert Habeck. Goyal pointed out that China was stopping the export of tunnel-boring machines manufactured in China by a German company.
- On Monday, China also announced export controls on certain types of drones and related equipment. The items covered by these rules include autopilots specially designed for unmanned aerial vehicles (UAVs), which are aircraft that can fly without a pilot on board. The controls also cover UAVs and unmanned airships that can remain in operation for three hours or more.
- The drone-related export controls also include certain engines specially designed for UAVs or unmanned airships. In addition, they cover UAVs that can travel a distance of 300 kilometres or more, along with other related items.
PM Says Political Differences Should Not Come in the Way of National Interest
- Prime Minister Narendra Modi on Tuesday named three enemies of India: forces that harm the country, people who create divisions in society, and a way of thinking that goes against Indian culture. He urged people and institutions to come together and work for the good of the nation.
- While speaking at a gathering during the Vijayadashami celebration at IP Ground in Delhi, Mr. Modi said that those who harm the country’s honour and respect, people who divide society, and those who hate Indian culture are enemies of the country.
- He urged people to recognise these enemies of the nation and work together to defeat them.
- Referring to the ideals of Lord Ram, Mr. Modi said that Dasara represents the victory of good over evil. He called on everyone to work together for the country’s interests and said that political differences should not stop people from protecting the nation.
- He said that people should have a common goal and that all national institutions and political parties should stand together for the good of the country. He stressed that everyone should move forward with this spirit of unity and fight together against the enemies of the nation.
- Modi said that India’s progress depends on people and institutions working together to protect the country’s values, cultural heritage, and unity among different sections of society.
- He said that even when the country faces major problems, people should not sit back and wait for others to solve them. Instead, they should understand their own abilities and make efforts to find solutions.
- Repeating his vision of a self-reliant and developed India, Mr. Modi urged people to turn their determination into strength by working hard and trusting the country’s resources. He said that difficulties should not stop India from moving forward.
- Speaking about social justice and development for all, Mr. Modi said that helping poor and disadvantaged people remains an important priority for his government.
- Referring to the idea of “Ram Rajya”, he said that it means a society where there is no discrimination and everyone gets justice and equal chances to move forward.
- The Prime Minister also said that power should be used to serve people, not to control them. He stressed that the government should focus on making people’s lives better and working for their welfare.
