India-Africa Summit Postponed Due to Ebola Crisis
- The Ebola public health emergency in Africa affected India’s diplomatic plans on Thursday, as the Ministry of External Affairs (MEA) and the African Union (AU) announced that the Fourth India-Africa Forum Summit, which was scheduled to be held in New Delhi from May 28 to 31, has been postponed.
- In a joint statement, the MEA and the AU indirectly referred to the Ebola crisis by saying that the decision was taken because of the “changing health situation in some parts of Africa”.
- The earlier India-Africa Forum Summit had taken place more than ten years ago, and that summit had also been delayed by one year because of an Ebola outbreak.
- The MEA and the AU said that discussions were held between the Government of India, the Chairperson of the African Union, and the African Union Commission regarding the “growing public health situation on the continent”.
- After these discussions, both sides agreed that it would be better to organise the Fourth India-Africa Forum Summit at a later date.
- Several other Africa-related programmes organised by the Indian Council of World Affairs (ICWA) and the Indian Council for Cultural Relations (ICCR) were also cancelled, even though some African delegates had already reached New Delhi.
- The MEA said that fresh dates for the summit and related meetings would be decided through mutual discussions and announced later.
- The postponement of the summit is being seen as a setback for India-Africa relations, although officials said the decision was taken keeping the safety and interests of everyone in mind.
- India expressed support for the people and governments of African countries and promised help in dealing with the crisis through an “Africa-led” approach.
- Earlier, the African Union had called for “international solidarity and cooperation” to deal with the Ebola outbreak, which affected several countries, including the Democratic Republic of Congo (DRC) and Uganda.
- Earlier this week, while replying to questions from The Hindu, Nuur Mohamud Sheekh, spokesperson for Mahmoud Ali Youssouf, the Chairperson of the African Union Commission, said that the fourth India-Africa Forum Summit would give countries a chance to work on systems for handling “future pandemics” and responding to them.
- In an email reply sent to The Hindu on Monday, the spokesperson said that although the Ebola outbreak was affecting many African countries, pandemics and public health emergencies do not stop at borders, and therefore countries need collective international support and cooperation.
- This statement came one day after the World Health Organization (WHO) declared the Ebola outbreak in the Democratic Republic of Congo and Uganda a “Public Health Emergency of International Concern (PHEIC)”.
- Mahmoud Ali Youssouf had earlier expressed deep concern over the Ebola virus disease and said that Africa would overcome this latest public health challenge through “unity, coordination and collective action.”
- The Fourth India-Africa Forum Summit had been planned for May 28–31 after a gap of nearly 11 years.
- Indian officials said the long gap since the last summit in 2015 was mainly because of the COVID-19 pandemic.
- Former Indian Ambassador to Ethiopia, Gurjit Singh, said that he was confident the summit would eventually take place once the current public health emergency in Africa becomes stable.
India’s Crude Oil Imports Fell 4.3% in April, While Import Bill Jumped 50%
- India’s crude oil import volume fell by 4.3% in April, making it the second month after the start of the West Asia conflict.
- Government data showed that even though the amount of crude oil imported came down, the value of crude oil imports increased by almost 50% compared to the same period last year.
- The figures showed that crude oil and natural gas prices were under heavy pressure because of the closure of the Strait of Hormuz.
- According to the latest data from the Petroleum Planning and Analysis Cell, imports of liquefied natural gas (LNG) dropped by nearly 30% in April.
- During the same month, India’s domestic net production of natural gas also fell by 4.2%.
- However, the fall in LNG imports happened because consumption was lower.
- Overall, India’s net oil and gas import bill, which also includes some deductions from exports of petroleum products, increased by around 23% and reached $13.9 billion in April.
- The data showed that India imported 20.1 million tonnes (mt) of crude oil in April, compared to 21 mt during the same period last year.
- Even though import volumes were lower, India’s oil-marketing companies paid $16.3 billion for crude oil imports, compared to $10.7 billion paid in the same month last year.
- Sales of liquefied petroleum gas (LPG), including domestic LPG, non-domestic LPG, and auto LPG, by public sector oil companies fell by 12.7% year-on-year to nearly 2.2 mt.
- During the conflict, the government allowed commercial establishments to receive only 70% of the LPG quantity they had been using before the crisis.
Supreme Court Rejects Petition Against Forest Clearances for Adani Group Project in Madhya Pradesh
- The Supreme Court on Thursday refused to interfere with the environmental clearances given to the Adani Group’s coal block project in Singrauli district of Madhya Pradesh, saying that there had been a delay in challenging the approvals.
- A Bench of Justices P.S. Narasimha and Alok Aradhe was hearing a petition filed by environmental activist Ajay Dubey.
- The petition challenged an April 22 order of the National Green Tribunal, which had dismissed his plea against the May 2025 environmental clearance granted to Mahan Energen Ltd., a subsidiary of Adani Power, because the petition had not been filed within the required time limit.
- Questioning the delay, the Bench orally observed, “Your original application itself was filed on January 22… why was there such a delay?”
- Under Section 16 of the National Green Tribunal Act, 2010, challenges against orders passed by statutory authorities normally have to be filed within 30 days. An extra extension of 60 days can be given if there is a sufficient reason for the delay.
- Appearing for Mr. Dubey, advocate Siddharth Gupta argued that the matter involved serious environmental concerns and that technical objections should not stop the Supreme Court from using its extraordinary powers under Article 142 of the Constitution to examine whether the clearances were valid.
- Gupta also said that the project would lead to the cutting of nearly six lakh trees in Singrauli.
- The Bench noted that the National Green Tribunal had relied on the Supreme Court’s 2025 judgment in Talli Gram Panchayat v. Union of India, in which the court had examined the issue of time limits under Section 16.
- Observing that “The matter was heard at length,” the Bench indicated that the issue had already been discussed in detail earlier.
- The Bench suggested that Mr. Dubey could continue the matter by filing a writ petition.
- After the court’s observations, Mr. Gupta requested permission to withdraw the plea. The court allowed this and also gave liberty to “avail other legal remedies, if any”.
