India, China Advance Border Delimitation Talks

SC Considers Special Bench on OBC Creamy-Layer Issue
- The Supreme Court on Tuesday agreed to consider the Centre’s request to set up a special Bench to hear its plea seeking clarification on whether the Court’s March 11 judgment on the creamy-layer criteria for Other Backward Class (OBC) candidates would apply to the Civil Services Examination (CSE) 2025.
- The Department of Personnel and Training (DoPT) has asked the court to allow it to go ahead with the allocation of services to the 958 candidates recommended by the Union Public Service Commission (UPSC). It wants to use the wealth/income-test rules that were being followed before the March 11 judgment in Union of India v. Rohith Nathan.
- The Centre told the Supreme Court that applying the March 11 judgment to the past would be “extremely difficult” and could have a “cascading effect”, meaning that it could create a chain of new problems in service matters that have already been settled since 2012. The Centre said that this effect could reach all categories, including the Unreserved category.
- The March 11 judgment had directed the Centre to create supernumerary posts, meaning additional posts beyond the existing number, for OBC candidates who had been denied reservation benefits because they were considered part of the creamy layer only because of their parents’ salaries.
- The DoPT warned that applying the judgment to earlier cases could lead to a large number of new claims and disputes. These could come from candidates who were earlier denied OBC non-creamy-layer status, as well as from candidates who had not applied for or obtained such a certificate at the time of recruitment, examination, or admission, but might now try to use the March 11 judgment to claim the benefit.
- The DoPT also warned that implementing the judgment could “drastically” change the seniority system. This could create further problems in deciding the position and order of candidates who are already in government service.
- The Supreme Court’s March 11 judgment had explained how the income/wealth test used for deciding who falls under the creamy layer among OBCs should be understood and applied for reservation in public education and government employment.
- The Court observed that the way the income test was being applied was creating “hostile discrimination” between children of parents working in government jobs and children of parents working in the private sector.

Because of this, the income test was being used to exclude OBC candidates whose parents worked outside government service, while OBC candidates whose parents were government employees were being judged under a test that did not include their parents’ salary as part of the income.
- In its applications, the Centre asked the Supreme Court to allow the CSE 2025 process to continue according to the old interpretation of the income test. The Centre said that the foundation course for this batch is scheduled to begin at the end of this month.
- The Centre argued that changing the rules at this stage would be unfair to the candidates, because they had applied for the examination based on the earlier understanding of the income test that was in place when they applied.
- The Centre also argued that implementing the Supreme Court’s March 11 decision could “adversely affect the spirit and intention of the reservation policy”.
- The Centre said that when OBC candidates with “limited access to resources” are compared with OBC candidates whose parents are “economically well-off” and earn higher salaries in the private sector, the income test becomes the “sole intelligible differentia of economic status and access to resources.” In simple terms, the Centre said that the income test is the main clear way to distinguish between the economic conditions and access to resources of these two groups.
- The DoPT said that the direction to create supernumerary posts solves only the number-related problem of giving posts to the affected candidates. It does not solve the other problems that may arise regarding their seniority, promotions, and cadre placement.
- The Centre is therefore asking the Supreme Court to clarify whether and how the March 11 judgment should be applied to the CSE 2025. U.S. Sanctions Four India-Based Firms Over Iran Imports
- The U.S. has imposed sanctions on four India-based companies for importing petroleum and petrochemical products from Iran, according to a press release issued by the U.S. State Department.
- S. Treasury Secretary Scott Bessent announced “Operation Economic Outcast” on Monday. Under this operation, the U.S. has introduced new sanctions to block all possible sources of income for Iran.
- The United States has also asked countries to reduce or stop their economic dealings with Iran. Countries that continue their economic ties with Iran could face action or retaliation from the U.S.
- Bessent described the move as an unprecedented campaign to cut off Iran’s financial lifelines. The new measures also increase the risk of secondary sanctions against entities such as countries, businesses and organisations that continue to do business with Iran.
