• The action of security forces to target civilians is problematic and need explanation according to the author.
• This situation creates two major implications. First it escalates the unpopularity among citizens and makes it a concern that the area has not been elected as a Union Territory democrately. The election in this area has not been conducted for more than a half decade.

• Fake encounters are the major reason for the increase of militants’ base due to public outrage and this turns into a severe law and order situation.
• Government should focus on a security centering approach to tackle the situation in Pir Panjal Valley and stop the violence against civilians in the name of counterinsurgency.
