Modi appoints Nilekani to head exam reform task force

• Prime Minister Narendra Modi on Sunday announced the formation of a high-powered task force, which will be led by former UIDAI Chairman Nandan Nilekani, to suggest ways to make India’s examination system leak-proof and based on better use of technology.
• The announcement came a day after former Union Education Minister Dharmendra Pradhan resigned following large-scale protests over the NEET paper leak and the re-examination that followed.
• Meanwhile, Union Minister Pralhad Joshi officially took charge as the Minister of Education at Kartavya Bhavan on Sunday.
• Joshi will also continue to administer the Ministries of Consumer Affairs, Food and Public Distribution, and New and Renewable Energy.
• After taking charge, Mr. Joshi held a meeting with Ministry officials to review the progress of different government schemes and other important initiatives.
• In a video shared on Instagram, Prime Minister Modi said that the country’s examination system should be trustworthy, transparent, and driven by technology. He added that the high-powered task force under the leadership of well-known technology expert Nandan Nilekani would work on bringing major reforms in the examination system.
• The Prime Minister said that the Central Government is taking several steps to make sure that all those who have played with the future of students are given strict punishment.
• He said that the government has already announced the setting up of fast-track courts to deal with such cases quickly.
• He also said that the government will introduce a strict law in Parliament on Monday.
• Reacting to the announcement, Congress General Secretary (Communications) Jairam Ramesh said that the Central Government has still not implemented the 101 recommendations made by the K. Radhakrishnan Committee after the 2024 examination leaks.
• He also said on X that this move was only an attempt to repair the Prime Minister’s “irretrievably compromised image.”
• According to sources, the multidisciplinary panel of experts will help improve and completely revamp the National Testing Agency’s (NTA) examination system, especially by making it stronger using technology.
• Sources said that the committee led by Mr. Nilekani will include former ISRO Chairman S. Somanath, former Intelligence Bureau (IB) Director Tapan Deka, IIT Madras Director V. Kamakoti, former Education Secretary Anita Karwal, and logistics expert Amrit Lal Meena.
• Nilekani has earlier worked with the Union Government in creating the Aadhaar system and the Unified Payments Interface (UPI).
• He is also the Chairperson of the governing body of the National Council of Applied Economic Research (NCAER), an economic policy research think tank, and is one of the co-founders of Infosys.
• After taking charge of the Education Ministry, Mr. Joshi told the media that the Prime Minister had given him this responsibility with full confidence.
• He said that he was in Karnataka the previous day, reached Delhi last night, and came to the Ministry on Sunday morning to take charge.
• Joshi said that he is studying all the details and looking at the decisions that need to be taken.
• He added that he has been collecting information and trying to understand how the Ministry works.

• India has won a total of 33 medals in weightlifting in the last three editions of the Commonwealth Games, showing how important the sport has been for the country.
• On the inauguration day of the weightlifting competition, India once again performed well and won two medals—one gold and one silver.
• Rishikanta Singh Chanambam won the silver medal in the men’s 60kg event, and a few hours later, Mirabai Chanu won the gold medal in the women’s 48kg event.
• This was Mirabai Chanu’s third straight Commonwealth Games gold medal after winning at Gold Coast (2018) and Birmingham (2022).
• The 31-year-old Mirabai had a surprising start in the snatch event as she failed to lift 82kg in her first attempt.
• She stayed calm after the missed lift, successfully lifted 82kg in her second attempt, and then lifted 85kg in her third attempt.

• Malaysia’s Mohamad Aniq Kasdan won the gold medal with a total lift of 273kg and also set a new Commonwealth Games record.
• Kasdan also made a new Commonwealth Games record in the clean and jerk event by lifting 152kg.
• Kenya’s Joshua Amunga Mobye won the bronze medal with a total lift of 264kg, which included a 121kg snatch and a 143kg clean and jerk.

Government Warns Seafarers About Jobs in the ‘Volatile’ Black Sea

• The Ministry of External Affairs (MEA) on Sunday advised Indian seafarers to carefully check the security situation before accepting jobs on commercial ships operating in or passing through the Black Sea and nearby sea areas, as the region remains highly dangerous due to the ongoing Russia-Ukraine war.
• The advisory said that commercial ships sailing in these waters are facing serious threats, including missile and drone attacks.
• Earlier, the Indian Embassy in Ukraine said that it was closely watching the situation after the commercial ship MV AGN Ragnar was hit by a projectile at Ukraine’s Black Sea port of Odesa on Saturday.
• There were four Indian seafarers on board the MV AGN Ragnar. According to the latest information, two have been confirmed safe, while information about the other two is still awaited.
• The Indian Embassy in Kyiv said that search and rescue operations are currently underway and that it is in regular contact with the concerned authorities. However, it did not say who fired the projectile.
• The MEA said that such attacks have increased since April, and five Indian seafarers have lost their lives in these incidents.
• The Ministry advised Indian citizens who are planning to work on commercial ships operating in or passing through the conflict-affected region to carefully understand the security risks before accepting such jobs.
• The advisory also asked Indian seafarers to get complete information from their employers, recruitment agencies, and ship operators about the ship’s route, ports where it will stop, security arrangements, and emergency response plans before joining the vessel.
• The MEA further said that the terms of employment should follow international maritime standards and must include proper arrangements for medical treatment, evacuation, bringing the seafarer back home (repatriation), and compensation in case of an emergency.
• Indian seafarers were also advised to strictly follow all advisories issued by the Directorate General of Maritime Administration, including the one issued on July 23.
• The latest advisory was issued a day after the attack on the MV AGN Ragnar at the port of Odesa.
• Earlier, on July 19, the Guinea-Bissau-flagged commercial ship MV Golden Leo was also hit by projectiles, killing ten seafarers, including four Indian citizens.
• After this incident, the MEA called the chargé d’affaires of the Russian Embassy in India to express India’s concerns.
• External Affairs Minister Jaishankar met Russian Foreign Minister Sergey Lavrov on the sidelines of the East Asia Summit in Manila on July 22 and expressed India’s strong concern over the safety of Indian seafarers working in the region.
• Later, Kremlin spokesperson Dmitry Peskov said that Russia was in touch with India on the issue.
• Peskov also said that Russia’s armed forces were targeting, and would continue to target, ships that were transporting ammunition, weapons, and other military supplies meant for the Kyiv government.
• Responding to these remarks, MEA spokesperson Randhir Jaiswal said that, according to information received from the Directorate General of Maritime Administration, the Golden Leo was a Guinea-Bissau-flagged vessel on which India lost four of its citizens.
• Jaiswal also repeated India’s stand that commercial ships and seafarers should never be attacked under any circumstances.
