- The Local Self Government Department sent instructions to all Municipal Corporations, Councils, and local bodies, making strict follow-up of Animal Birth Control (ABC) Rules, 2023 compulsory.
- According to the rules, each ward and locality must earmark specific feeding areas for stray dogs and establish centres in towns for sterilisation, vaccination, and deworming.
- The instructions also explain how dogs should be caught, treated, and released back, and local bodies must send detailed reports of their work within thirty days.
- Using tongs, wires, or nooses to catch dogs has been banned, and dogs can only be handled kindly by trained staff with nets or by hand.
- Jaipur-based activist Mariam Abuhaideri said Rajasthan has the potential to become a model state for animal birth control and coexistence with dogs, though implementing the plan effectively will remain a challenge.
Another case of amoebic encephalitis reported in Kerala
- A fresh case of amoebic brain infection has been confirmed in Kozhikode, Kerala, bringing the total number of patients under treatment at the Government Medical College Hospital to nine.
- The newly identified patient is a 43-year-old woman from Pantheerankavu. Among the others, four are residents of Kozhikode, three belong to Malappuram, and two are from Wayanad — one of them being a three-month-old infant.
- Earlier, an eight-year-old girl from Kozhikode had died; this rare brain disease is caused by amoebae that live in dirty water found in affected places.
- The State Public Health Laboratory in Thiruvananthapuram confirmed the presence of free-living amoeba in water drawn from wells close to the houses of affected individuals.
- Exercising provisions of the Public Health Act, 2023, the Kerala Health Department initiated preventive and control measures and also declared a State-wide sanitation campaign.
