Priority on population: During interim budget statement

  • One of the fascinating facts in the statement of the finance minister Nirmala Sitharaman during presenting the interim budget is the constitution of a high powered Committee to examine the challenges faced by the country from fast population growth and demographic changes.
  • Apparently the union government postponed the decennial census again and again, this action doesn’t support this statement.
  • The decennial census has not been conducted for the first time in a decade. The last decennial census was conducted in 1881.
  • Evidently India is the most populous country in the world.
  • However, according to the Sample Registration System statistical report in 2020 and the National Family Health Survey-5 (2019-21) report, the total fertility rate in India is 2% overall.
  • Only a few states in India have the total fertility rate above 2.1 such as Bihar (2.98), Meghalaya (2.91), Uttar Pradesh (2.35), Jharkhand (2.26) and Manipur (2.17).
  • The total fertility rate fell 2% in 2020 from 5.7 in 1950.
  • Apart from that the population share in southern states in India has declined to 21% in 2011 from 26% in 1951 due to the better situation in socio economic outcomes and education.
  • There is no doubt these surveys and reports are necessary and robust, the continuing delay in the decennial census reflects poorly on the union government.
  • If we take the overall situation in the country due to high rising life expectancy and demographic shift, the new challenges and Opportunities have arrived.
  • The high powered Committee will become crucial if it interestingly takes part in addressing the Challenges related to job and social security, rapid urbanization, mechanization of work and many more.
