• During the interim budget presentation, Nirmala Sitharaman reiterated the Rooftop solar initiative plan by Narendra Modi to provide solar systems to 1 crore households.
• According to the finance minister, the scheme would help households to save upto ₹15,000 annually.
• As per the so far understanding about the plan, the households whose monthly electricity consumption is less than 300 units would be eligible to install mid size rooftop solar systems with the government bearing expenses.
• As per the above calculation, the scheme could have a minimum outlay of 1 lakh crore.
• As per today’s scenario, the rooftop solar systems for households are subsidized up to 40% and rest is paid by the consumer.
• After the implementation of this scheme, these rooftop solar systems would be subsidized upto 60% and the remaining part would be financed by a private company affiliated by public sector enterprises connected to the Ministry of power.
• By implementing this scheme, the quality and reliable services will be made sure.
• Among 25 crore to 30 crore households in India, 80% to 85% households’ monthly electricity consumption is between 100 units to 120 units of power. So finding eligible 1 crore households for this scheme would not be difficult.
• India’s state power distribution companies are heavy loss making and they have had very few Incentives to push high consumption consumers to decentralized solutions such as rooftop solar systems.
• Such discom have detailed information about power consumption and supply at households levels, avoiding them in this scheme will not be a successful strategy for the central government.
• So far, 12 GW solar rooftop systems have been installed out of 40 GW rooftop solar panels.
• There is no doubt this is an amazing scheme to take a step forward to clean energy but there are some challenges as well as opportunities in the way of implementing the scheme.
