Glacial Collapse Unlikely to Derail China’s Mega-Dam Project

  • Fresh concerns caused by the devastating glacial collapse along the Nepal–China border are unlikely to change Beijing’s plan to continue building a mega dam on the lower part of the Yarlung Zangbo, or Brahmaputra river. The project is in a seismically active area of Tibet, close to the Indian border.
  • On July 23, about one month before the flash floods and mudslides of August 26, China released its 15th Five-Year Plan for renewable energy. The plan called for moving ahead with the construction of major projects, including the Yarlung Zangbo Lower Reaches Hydropower Project, which is the name China uses for this mega dam project.
  • The importance China gives to this project was also clear from the visit of China’s Vice Premier Zhang Guoqing to Nyingchi in Tibet, near the border with India, in April. He said that the government must take the main responsibility for building the project and should make it a “landmark mega project of the new era.”
  • Zhang Guoqing also said that the government would give first importance to quality, keep safety as the basic priority, strictly follow construction standards and environmental protection rules, and make sure that the speed of construction does not come before quality and safety.
  • At a groundbreaking ceremony in July 2025, China’s second-highest-ranking leader and Premier Li Qiang travelled to Nyingchi and announced that construction had begun. He called the project the “project of the century.”
  • China announced a total investment of 1.2 trillion yuan (around ₹14 lakh crore) for building five power stations under this project.
  • Since then, there has been very little information available publicly about the project. However, Zhang Guoqing’s visit this year gave some information about how the project will be carried out. It also showed that a new State-run China Yajiang Group has been set up to manage the entire project. Zhang also inspected the group.
  • India is mainly concerned about how much water will be kept in the reservoir, how the tunnel will change the flow of water downstream, and what larger effects the project may have on the environment and ecology. Because there is not enough information about the project, it has been difficult to properly understand and assess its possible effects.
  • China has already opened one major dam at Zangmu, on the middle part of the Yarlung Zangbo. A Chinese State media report earlier this month praised the construction of the dam and said that it had met nearly 26% of the electricity demand in Southwest China’s Xizang (Tibet) Autonomous Region.
  • The same report talked about a specially designed “fishway” at the dam. It has been made to help fish move between the upstream and downstream parts of the river. The report quoted the design engineer Zhang Lianming, who said that such a fishway would probably also be used in future projects.
  • In June, a “final acceptance meeting” was held for the Zangmu project. The dam, whose construction started in 2010, was declared to have produced 22.2 billion kilowatt-hours of electricity. This amount of energy was said to be equal to saving about 7.4 million tonnes of standard coal and reducing carbon dioxide emissions by about 22.2 million tonnes.
  • The amount of electricity expected from the new project near the Indian border is likely to be much greater than that of Zangmu. At this place, the Yarlung Zangbo makes a very sharp turn at the “great bend”, where the river drops greatly and then turns towards India.
  • There are no official estimates of how much electricity the new project will produce. However, Chinese analysts estimate that it could have an installed capacity of 60 GW and could produce about 300 billion kilowatt-hours of electricity every year. This would be more than three times the electricity produced by the Three Gorges project.
  • China has described the project as a “run-of-the-river” dam, but it will also include the construction of a reservoir. According to an analysis published on Wednesday by David Fishman, a Shanghai-based energy analyst, this reservoir is likely to be located in Mainling, which is upstream of Nyingchi. Fishman reached this conclusion after studying reports about people being relocated from the area.
  • Nyingchi is a prefecture-level city and is also home to an important airport. According to Fishman’s analysis, water will be taken from the river at the top of the great bend and diverted into a tunnel that will be about 40 km long.
  • Fishman wrote about this in his Substack, “Crossing the River.” According to his analysis, the water will flow down through the tunnel with great force. This force will be used to produce electricity in five powerhouses, each having a capacity of 12 GW. After passing through the powerhouses, the water will flow back into the river.
  • Later this month, India and China will hold a meeting of the Expert-Level Mechanism on Trans-border Rivers. However, officials say that the sharing of information about river water levels and flows, known as hydrological data, has not been regular. At times, this sharing has also been stopped when relations between India and China were going through difficult periods.
  • When China’s Foreign Ministry spokesperson Guo Jiakun was asked about the project last year, he said that Beijing has always taken a highly responsible approach towards the development of rivers that cross national borders. He also said that China has a lot of experience in developing hydropower projects.
  • Guo Jiakun said that the construction of the project would help in preventing and reducing disasters throughout the entire river basin. He also said that the project would not have harmful effects on areas downstream.
  • He further said that China has worked with the relevant downstream countries on sharing hydrological information, flood control and reducing the effects of disasters. He added that China has also had necessary discussions and communication about the project with the countries concerned.

8 Students from Tamil Nadu Killed in Kerala Accident

  • Eight 20-year-old engineering students from Tamil Nadu were killed when the car they were travelling in crashed into the back of a goods lorry that was parked on National Highway 66 in Thrissur district of Kerala on Friday night.
  • The accident happened at about 11.40 p.m. in the Panampikkunnu area. The accident took place on a diversion part of the highway, where construction work was going on.
  • All eight people in the car were students of PSNA College of Engineering and Technology in Dindigul. Seven of them died at the spot, while one student died later in a hospital.
  • The police registered a case against the lorry driver for parking the lorry illegally. The police said that the driver is absconding.
  • The car, which had a Tamil Nadu registration number, was badly crushed and got stuck under the stationary lorry. Because of this, the people who first reached the accident spot found it very difficult to reach the students inside the car.
  • A local resident who took part in the rescue operation said that the rescuers could properly see the students only after the lorry was moved forward and the car was pulled out with the help of a rope.
  • The students who died were identified as Prasanna R. from Viraganoor in Madurai; Joshua Hilson J. from Old Vilangudi in Madurai; Murali Krishnan M. (20) from Vadipatti in Madurai; Yuva Sajith K. from Ottanchatram in Dindigul; Jeeva N. (20) from V.T. Patti in Dindigul; G. Santhosh from Melur in Madurai; Surya I. (20) from Adiyanuthu in Dindigul; and V. Viswa (20) from Pudunallakondanpatti in Salem.
  • Local people said that the highway, which was still under construction, had several safety problems. These included no signboards at many diversion points, vehicles being parked illegally on the road, and several parts of the road not having proper lighting.
  • By Saturday morning, the families of the students, who were grieving their deaths, had reached the mortuary complex at Thrissur Government Medical College Hospital. All the bodies were handed over to their families by the afternoon.
  • According to Raj Kumar, the brother of Jeeva, the eight friends had planned a one-day trip to celebrate Santhosh’s recent purchase of a car.
  • However, they did not travel in the new car. Instead, they hired a rental vehicle for the journey, Raj Kumar said.
  • The rescue work after the accident was long and difficult. Local people, Fire and Rescue Services personnel, and the police worked together to take the students out of the badly damaged car.
  • The firefighters had to cut open the vehicle to take out two of the victims.
  • Thrissur Rural Police chief Mohammed Nadeemuddin said that the investigators were looking into all the circumstances related to the accident. They were also checking whether there were any safety mistakes or failures on the part of the highway authorities.
  • He said that the police were investigating the reason for the accident and that steps would be taken to improve safety and prevent such accidents from happening again.
  • Thrissur Collector Shikha Surendran ordered an urgent joint inspection of the national highways across the district.
