India, China Conduct Military Talks in Arunachal Pradesh

• There are continuing differences between India and China over their territorial claims and the increasing number of troops and military activities along the Line of Actual Control (LAC). In this situation, the Indian and Chinese Armies held their first Corps Commander-level meeting in the Eastern Sector on Sunday. This was an important step because the military dialogue system between the two countries was earlier mainly focused on the Ladakh sector.
• The meeting was held at the Vacha-Damai Border Personnel Meeting Point in Arunachal Pradesh. It took place at a time when there were reports of tension in the Taksing area of Upper Subansiri district.
• According to sources in the Defence Ministry, Lieutenant-General Girish Kalia, who is the Commander of the 3 Corps (Spear Corps), led a 12-member Indian delegation. An Inspector-General of the Indo-Tibetan Border Police was also part of the delegation.
• The 3 Corps is based at Rangapahar in Nagaland. It is responsible for the military operations in the areas along the LAC in Arunachal Pradesh.
• The Indian Army has two Corps formations responsible for the border area in Arunachal Pradesh. These are the Tezpur-based 4 Corps and the Rangapahar-based 3 Corps.
• These talks are important because meetings between the Corps Commanders of the two Armies have mostly been held at the Chushul-Moldo Border Meeting Point in eastern Ladakh, especially after the Galwan Valley clashes in June 2020.

• Until now, the Corps Commander-level mechanism was mainly used to deal with military issues and tensions along the western sector of the India-China border in Ladakh.

• After the talks between the Special Representatives, the two countries signed an eight-point outcome document.
• The eight-point agreement included a decision to set up two more Border Personnel Meeting Points and new hotlines. These steps are meant to improve communication between the two sides and strengthen confidence-building measures along the border.
• According to sources, one of the two newly proposed Border Personnel Meeting Points will be in the Eastern Sector. It will come under the operational responsibility of the 3 Corps. The other meeting point will be in the Central Sector.
• The sources also made it clear that Joshimath is not included among the newly identified meeting points.
• At the same time, the Indian Army has been carefully checking its operational preparedness along the border.
• Recently, Army Chief General Dhiraj Seth visited the headquarters of the 3 Corps. During his visit, the formation commanders gave him a briefing about the Army’s operational readiness and the steps being taken to improve and strengthen its combat capabilities.

• Uttar Pradesh Chief Minister Yogi Adityanath conducted an aerial survey of the flood-affected areas of Chitrakoot on Sunday.
• He distributed relief material to 800 families affected by the floods and also gave land allotment certificates to people who had lost their homes because of the floods.
• Thousands of people from more than two dozen flood-affected districts, including Varanasi, Badaun, Ballia and Kanpur, were moved to relief shelters as at least eight rivers continued to flow above the danger level.
• The situation became worse after heavy rain during the night. On Sunday, six people were reported dead in three separate incidents of buildings or structures collapsing.
• In Kanpur, a house collapsed on Sunday, killing a man and his three minor daughters. Another daughter was critically injured in the incident, the police said.
• In Badaun, a farmer was killed after a wall collapsed, while his wife suffered serious injuries.
• In Ballia, a six-year-old girl died in another wall-collapse incident.
• According to a statement issued by the Relief Commissioner’s office on September 4, around 3.53 lakh people have been affected by the floods.
• After looking at the damage caused by the overflowing Mandakini River in Chitrakoot, the Chief Minister addressed a gathering and said that the way flood relief is provided has changed since 2017, when his government came to power.
• He said that earlier, flood victims were given only “dry bread” for relief. He also alleged that the earlier Samajwadi Party government did not pay proper attention to the issue and that SP goons used to take away the relief material meant for flood victims.
• Adityanath said that now the government gives flood victims a complete relief package weighing 50 kg and containing 26 different items.
