• Special category states benefit from reduced contributions to centrally sponsored schemes.
• The Finance Commission could devise a formula ensuring similar support for India’s poorest states, thereby aligning with GOI’s anti-poverty efforts and fostering effective poverty reduction strategies, ultimately empowering the country’s youth.
• It is clear that expanding reservation quotas does not offer a solution to narrow the poverty gap.
