Exp. There is a grammatical error in option I, II and III. In (I) the use of ‘have’ there is incorrect instead it should be ‘Had’ because the given sentence is in past tense as can be seen from the use of ‘was’ in the beginning, also the given sentence is in indirect speech.

In option (II), the use of ‘guideline’ is incorrect instead it should be ‘guidelines’ because a plural noun is required to qualify a plural verb.

In option (III), the use of ‘wants’ is incorrect instead it should be ‘want’ because as per the subject-verb agreement, a singular verb is required to qualify a singular subject.

Exp. There is a grammatical error in option (II) and (III). In (II), the use of ‘span’ is incorrect instead it should be ‘spans’ because as per the subject verb agreement, singular verb is required to qualify the singular subject.

Also in option (III), the use of ‘college’ is incorrect because of the use of determiner ‘several’ which means more than two but not many, hence the plural verb should be used to qualify the given determiner.

Hence, the correct answer choice is option (b)

In option (II), the use of gerund ‘withdrawing’ is incorrect because to + gerund structure is used when ‘to’ is part of ‘a noun + preposition combination’ or when ‘to’ is part of an adjective + preposition combination or a phrasal verb or verb + preposition structure, but here it is ‘to’ + verb structure, hence, the use of gerund is incorrect.

Exp. There is grammatical error in option (II) and (III). In option (II), “it’s” is used incorrectly instead it should be “its” because “Its” is the possessive form of the pronoun ‘it’ whereas “It’s” is a contraction, standing for “it is” or “it has.”

Also in option (III), the use of  ‘expanding’ is incorrect because to + gerund structure is used when ‘to’ is part of ‘a noun + preposition combination’ or when ‘to’ is part of an adjective + preposition combination or a phrasal verb or verb + preposition structure, but here it is ‘to’ + verb structure, hence, the use of gerund is incorrect.
