A bill which looks for providing statutory framework for the functioning of the National Anti-Doping Agency (NADA) and the National Dope Testing Laboratory (NDTL) with addition to strengthening standards to control drug abuse in Indian sports was introduced in the Lok Sabha on Friday (i.e.17 December).

The bill was presented by Sports Minister Anurag Thakur at the time when protests by the opposition over the Lakhimpur Kheri violence.

What is anti-doping?

Doping means the use of steroids such as anabolic and growth hormones for improving athletic performance. The activity of prohibiting of illegal doping is anti-doping.

Intention behind the bill:

The bill has an intention to build a statutory framework for the operation of the National Anti-Doping Agency, the National Dope Testing Laboratory and other dope testing laboratories. It has also aim of creating a National Board for Anti-Doping in Sports to strengthen anti-doping activities in sport.

The bill would be give powers to NADA for investigating, imposing sanctions for Anti-Doping Rule Violations, and the disciplinary procedures to be adopted.

It will give also the powers of inspection, sample collection and sharing and free flow of information.

It would be helpful to establish of the NDTL and other dope testing laboratories.

The World Anti-Doping Agency (WADA) has suspended the National –Dope Testing Laboratory (NDTL) for its weakness to meet technical requirements and guidelines.

World Anti-Doping Agency:

The International Olympic Committee had suggested creating agency which control, prevents, promotes and monitor the fight against drugs in sports.

Founded: World Anti-Doping Agency was founded on 10 November 1999.

Headquarter: It is located at Montreal, Canada

President: Currently its president is Witold Banka (Poland)

Main Objectives:

WADA’s main role is conducting scientific research, education, development of anti-doping capacities, and supervising of the World Anti-Doping Code which are enforced by the UNESCO.

National Anti-Doping Agency:

It is the national organisation which has responsibility of promoting, preventing, organizing and supervising doping control programs of sports in India.

Founded: It was founded on 24 November 2005
Headquarter: It is located in New Delhi
Chairman: Sports Minister of India is the chairman of the agency. Currently Anurag Singh Thakur is the Chairman of NADA.
