AFSPA reimposed in six violence-affected regions of Manipur

  • The Union Home Ministry has reimposed the Armed Forces (Special Powers) Act (AFSPA) in six police station limits across five districts in Manipur due to ongoing ethnic violence.
  • The affected areas include Sekmai and Lamsang police station limits in Imphal West, Lamlai in Imphal East, Jiribam station limits in Jiribam, Moirang in Bishnupur, and Leimakhong in Kangpokpi.
  • AFSPA empowers the armed forces to conduct operations without prior approval from a magistrate or state police.
  • These areas were previously exempted from AFSPA in April 2022 following an improvement in the security situation.
  • The reimplementation of AFSPA will be in effect until March 31, 2025.
  • The Manipur government had earlier extended AFSPA in 10 hill districts, excluding 19 police station limits in six districts, mostly in the valley.
  • Ethnic violence between the Meitei community in the valley and the tribal Kuki-Zo-Hmar people in the hills began in May 2023, causing over 240 deaths.
  • A recent spate of violence since November 7 has claimed at least 14 lives, including incidents of abduction and burning.
  • Central armed police forces currently guard buffer zones where Kuki-Zo and Meitei villages converge, areas marked by frequent clashes.
  • Army operations in the valley faced challenges due to the absence of AFSPA, which required waiting for civil authorities while armed miscreants exploited jurisdictional delays.
  • The security review highlighted an increase in armed insurgents, extortion cases, and abductions, particularly in valley districts.
  • Manipur is being secured by approximately 22,000 Central Armed Police Force personnel and 140 Army columns, each comprising up to 40 soldiers.
  • Violence has spread to new areas like Jiribam, which had previously remained unaffected, exacerbating the conflict.
  • Both the State and Central governments have concurrent authority to declare “disturbed areas” under Section 3 of AFSPA.
  • Since 1972, periodic six-month notifications under the Armed Forces (Special Powers) Act (AFSPA) have been issued for Manipur and Assam, with the Imphal Municipality area being exempted from this provision in 2004.

Delhi’s air quality worsens; construction activities banned starting today

  • On Thursday, the air quality in Delhi continued to be classified as “severe” for the second consecutive day.
  • The Commission for Air Quality Management (CAQM) in NCR has banned construction and demolition activities.
  • CAQM also restricted the use of BS-III petrol and BS-IV diesel four-wheelers in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Budh Nagar.
  • Inter-state buses from NCR states, with the exception of electric, CNG, BS-VI diesel buses, and those holding All India Tourist Permits, are prohibited from entering Delhi.
  • The CAQM ordered NCR authorities to enforce these restrictions from 8 a.m. on Friday in Delhi and certain districts in Haryana, Uttar Pradesh, and Rajasthan.
  • These measures are part of Stage 3 of the Graded Response Action Plan (GRAP) to address air pollution, while previous restrictions under Stages 1 and 2 remain in place.
  • The Delhi government will impose strict limits on BS-III diesel Medium Goods Vehicles registered in Delhi, allowing only those carrying essential commodities or services.
  • Diesel-operated LCVs registered outside Delhi, at BS-III standards or lower, are also restricted from entering the city unless transporting essential goods.
  • CAQM suggested that Delhi and NCR states consider shifting classes online or suspending physical classes for children up to Class 5, but this is not mandatory.
  • Delhi’s Environment Minister, Gopal Rai, emphasized that the persistent pollution problems in the city cannot be attributed solely to its residents.

Tamil Nadu doctors call off protest following government assurances

  • Following an incident where an oncologist was stabbed by a patient’s relative at the Kalaignar Centenary Super Speciality Hospital in Chennai, doctors throughout Tamil Nadu staged a day-long protest, calling for improved safety protocols.
  • The Tamil Nadu Government Doctors Association (TNGDA) initially called for an indefinite strike but withdrew it after discussions with Health Minister Ma. Subramanian.
  • The Indian Medical Association’s Tamil Nadu branch also joined with a 24-hour strike starting Wednesday evening, suspending outpatient services and elective surgeries at multiple government and private hospitals.
  • In response, the Directorate of Medical Education issued an order on hospital security, with the Health Minister agreeing to review the safety measures in a month.
  • Doctors from the Federation of Government Doctors Association (FOGDA) held a demonstration at Rajiv Gandhi Government General Hospital, calling for hospitals to be designated as safe zones.
  • FOGDA’s State convenor, P. Balakrishnan, urged that armed police and two-tier security systems be implemented at government hospitals.
  • TNGDA members in Chennai wore black badges in protest and held peaceful demonstrations, demanding strict preventive actions to avoid similar assaults on medical professionals.
