PM Connects with Students; Wangchuk Ends Fast

  • Activist Sonam Wangchuk ended his hunger strike late on Thursday night after the Centre gave assurances on the NEET paper leak issue.

  • He also announced that a new Bill to deal with paper leaks would be introduced in Parliament next week.
  • He said the Cabinet would also decide on stricter action against paper leaks.
  • According to Leh Apex Body co-convener Cherring Dorjay Lakruk, Mr. Wangchuk ended his fast in the presence of two Union Ministers.
  • He ended the hunger strike only after the government gave a written assurance that cases against students would be withdrawn, as long as they were not involved in violence.
  • The government also agreed to consider compensation for the families of students who died by suicide.
  • Soon after these developments, the Centre transferred Higher Education Secretary Vineet Joshi to the Ministry of Panchayati Raj.
  • Government sources said that CJP leaders were likely to meet Union Ministers J.P. Nadda and Jitendra Singh on Friday.
  • However, the CJP had not yet confirmed whether it would attend the meeting.
  • Earlier, the CJP had asked the Ministers to meet its delegation at Jantar Mantar or at another neutral place.
  • Naresh Pal Gangwar, who was serving as Secretary in the Ministry of Animal Husbandry, was appointed as the new Higher Education Secretary.
  • K. Anil Kumar, who was working as an Additional Secretary in the Ministry of Rural Development, was appointed as the new School Education Secretary. This post was also earlier held by Vineet Joshi.
  • Earlier on Thursday, three days after the CJP-led march to Parliament, Prime Minister Modi made his first appeal to the protesters.
  • He announced that fast-track courts would be set up to ensure that paper leak cases are decided quickly.
  • He said that protecting the future of young people was the government’s top priority.
  • He also said that anyone trying to damage the future of the youth would not be spared.
  • The CJP said that the Prime Minister’s proposal did not answer its demand for accountability or the resignation of Education Minister Dharmendra Pradhan.
  • After the Prime Minister’s announcement, the Delhi High Court notified a special court to hear criminal cases related to paper leaks and other unfair practices in public examinations.
  • The special court will function from the Rouse Avenue Court Complex.
  • Earlier on Thursday, Union Minister Jitendra Singh said that the Centre had contacted the CJP four times in the previous 24 hours to hold talks.
  • He said the meeting could take place either at J.P. Nadda’s official residence or at his official office.
  • Singh also said that Prime Minister Modi understood the seriousness of the paper leak issue and that the government was not treating it as a matter of prestige.

Brent Crude Crosses $100 After Houthi Attacks on Shipping

  • The conflict in West Asia has become more serious after the Iran-backed Houthis in Yemen claimed they attacked two Saudi Arabia-flagged oil tankers in the Red Sea. They said the attacks were part of a blockade against Saudi shipping.
  • According to the Houthis’ official TV channel, Al Masirah, the attacks on the oil tankers Encelia and Layla happened early on July 23.
  • Saudi Arabia’s official Saudi Press Agency confirmed that the tanker Encelia was hit by a projectile, but said that all crew members were safe and the ship had been secured.
  • The reported attack on the Layla, a Saudi-flagged Very Large Crude Carrier (VLCC) with a capacity of around three lakh tonnes, has not yet been officially confirmed.
  • Soon after reports of the attacks came out, Brent crude oil prices went above $100 per barrel, rising about 7% from the previous day’s closing price of around $94 per barrel.
  • The latest attacks near the Bab el-Mandeb Strait, which connects the Red Sea with the Arabian Sea, have happened at a time when attacks are increasing in areas that are very important for India’s crude oil imports.
  • After restrictions affected the Strait of Hormuz, Saudi Arabia had been moving around 4 million barrels of crude oil across the country through pipelines to Yanbu, a port on the Red Sea coast. From there, the oil was mainly shipped to Asian countries, including India.
  • The attacks on the Saudi tankers happened soon after Ukraine targeted Russian merchant ships, including oil tankers, near the Russian Black Sea port of Novorossiysk.
  • Ukraine has claimed that it carried out more than 180 attacks on Russian ships operating in the Black Sea during July.
  • On July 17 and July 19, Russia attacked two ships near Odesa, a Ukrainian port on the Black Sea, and four Indian seafarers lost their lives in those attacks.
  • These attacks are happening on sea routes that are very important for India’s crude oil imports.
  • Saudi Arabia currently supplies around 0.4 million barrels of crude oil every day (mbpd) to India through the Yanbu route and the Bab al-Mandeb Strait.
  • India’s total crude oil imports are slightly below 5 million barrels per day (mbpd).
  • Pankaj Srivastava, Senior Vice President at Rystad Energy, said that if the disruption continues, crude oil shipments may have to take a much longer route through the Suez Canal, into the Mediterranean Sea, and then around Africa, which will increase freight costs.
  • Srivastava also said that India imported 2.25 million barrels per day (mbpd) of Russian crude oil in June, and around 0.7 million barrels per day came from Novorossiysk.
  • He added that if the disruption continues for a long time or if more infrastructure gets damaged, India could face extra pressure in arranging replacement crude oil supplies.
  • However, he said the immediate impact is expected to remain manageable.
  • After the Houthis hijacked the car carrier Galaxy Leader in November 2023, the number of ships using the Suez Canal fell sharply.
  • However, shipping activity started improving in January this year and increased a lot in March, as Yanbu became an alternative export route after problems in the Strait of Hormuz.
  • The Houthis said they started the blockade in response to Saudi Arabia’s blockade of supplies and the attack on Sanaa International Airport in Yemen on July 13.
  • However, Reuters reported that Iran is encouraging and supporting the Houthi blockade against Saudi oil-carrying ships.
  • According to shipping industry sources, insurance costs increased by 10 to 15 times immediately after the Houthis announced their blockade on July 20, reaching almost the same level as ships passing through the Strait of Hormuz.
  • Meanwhile, the U.S.-based think tank Institute for the Study of War said that at least seven ships have already changed their routes to avoid the Bab al-Mandeb Strait after the tanker attacks.
  • Erik Grundt, Senior Market Analyst at Rystad Energy, said that taking the alternative route through the Suez Canal and around Africa increases the travel time from Yanbu to India’s west coast from about 8 days to nearly 39 days.
  • He also explained that Very Large Crude Carriers (VLCCs) are too big to pass through the Suez Canal when they are fully loaded.
  • Because of this, these ships have to unload part of their cargo at Ain Sukhna, reload it at Sidi Kerir on the Mediterranean side, and then continue their journey, making the process longer and more complicated.
  • Srivastava said that India is now in a stronger position because it has expanded and diversified its crude oil import sources.
  • India now imports crude oil not only from Saudi Arabia and Russia but also from African countries, Brazil, Guyana, and the United States, making the country better prepared to handle supply disruptions.

U.S., Saudi Arabia Announce Civilian Nuclear Deal

  • The United States and Saudi Arabia on Wednesday announced a major agreement to set up a civilian nuclear programme in Saudi Arabia.
  • S. President Donald Trump said the agreement will go ahead only if Saudi Arabia establishes diplomatic relations with Israel.
  • The announcement came at a time when the United States is involved in a war with Iran, which began mainly because of concerns over Iran’s nuclear programme. Iran’s nuclear activities are also still an important issue in the peace talks, which are currently stalled.
  • The agreement is expected to bring billions of dollars’ worth of business to American companies and is being seen as a big strategic win for Saudi Arabia, which has long been a regional rival of Iran. However, many critics believe the deal also carries serious risks.
  • For the past few years, Washington has tried to make any nuclear cooperation agreement and defence pact with Saudi Arabia dependent on Riyadh recognising Israel.
  • Just a few hours after the agreement was announced, Donald Trump posted on social media that Saudi Arabia must first become part of the Abraham Accords before the agreement is approved.
  • Trump wrote that the nuclear agreement “will be approved, but is totally subject to Saudi Arabia joining the very respected and successful Abraham Accords.”
  • Critics said the agreement, whose full details were not made public immediately, could start a nuclear arms race in a region that is already facing several wars.
  • According to a report by The Wall Street Journal, one part of the agreement could allow U.S. companies to build a uranium enrichment facility in Saudi Arabia.
  • The U.S. Energy Department did not mention any such provision when it announced the agreement. It also did not respond when AFP asked about the report.
  • In a post on Truth Social, Trump also said, “There will be no enrichment of material!”
  • The agreement will now be sent to the U.S. Congress for review.
  • However, since the Republican Party controls Congress, it is not expected to block the implementation of the agreement.
  • In the past, lawmakers from both the Republican and Democratic parties, along with Israeli officials, had opposed such a project because they feared Saudi Arabia could one day use it to develop nuclear weapons.
  • S. Senator Bernie Sanders criticised the agreement in a post on X.
  • Sanders said Trump claims that his war with Iran is meant to stop an authoritarian country from enriching nuclear fuel.
  • He added that Trump is now allowing Saudi Arabia, which Sanders described as “one of the most brutal dictatorships in the world,” to do the same thing.
  • Sanders called the situation “absurd.”
  • S. Secretary of State Marco Rubio said that every civilian nuclear energy agreement signed by the United States includes safety safeguards.
  • Rubio said these safeguards are meant to make sure that a civilian nuclear programme cannot be turned into a nuclear weapons programme.
  • Like Iran, Saudi Arabia has always said that it has the right to develop a civilian nuclear programme.
  • Last year, Saudi Arabia signed a mutual defence pact with nuclear-armed Pakistan.
  • Policymakers have long worried that if Iran succeeds in making a nuclear weapon, it could lead to a nuclear arms race across the Gulf region.
  • S. Energy Secretary Chris Wright dismissed concerns about nuclear weapons spreading because of the agreement.
  • Wright said the agreement is good for both America’s economy and its strategic interests.
  • The United States already has nuclear cooperation agreements with more than 50 countries.
  • Experts said discussions on such an agreement had been going on for a long time.
  • However, some experts raised concerns about allowing uranium enrichment inside Saudi Arabia.
  • Matthew Kroenig of the Atlantic Council said, before the agreement was officially announced, that allowing Saudi Arabia to gain uranium enrichment capability would be a mistake.
  • Kroenig said that while the United States is right to strengthen its relationship with Saudi Arabia, it should not weaken its strong nuclear non-proliferation standards in the process.
