What is 2+2 Dialogue
- It is used in interaction between the two countries. It is a dialogue mechanism between the defense of the two countries and the foreign ministers. 2 + 2 has a simple meaning that the Finance and Defense Ministers of the two countries will negotiate mutual strategic and security interests. Its target is diplomatic but conclusive negotiations between defense and foreign ministers of two countries.
- Note- Japan has used most of this format in interaction with other countries. He has Dialed 2 + 2 with America, France, Australia, Russia and India. From India, he has been negotiating 2 + 2 every year since 2010.
- दो देशों बीच बातचीत में इसका इस्तेमाल होता है. यह दो देशों के रक्षा और विदेश मंत्रियों के बीच एक डायलॉग मैकेनिज्म है. 2+2 का सीधा सा मतलब यह होता है कि दो देशों के वित्त और रक्षा मंत्री आपसी सामरिक और सुरक्षा हितों पर बातचीत करेंगे. इसका लक्ष्य दो देशों के रक्षा और विदेश मंत्रियों के बीच राजनयिक लेकिन नतीजे देने वाली बातचीत है.
- Note- जापान ने दूसरे देशों के साथ बातचीत में इस फॉर्मेट का सबसे ज्यादा इस्तेमाल किया है. उसने अमेरिका, फ्रांस, ऑस्ट्रेलिया, रूस और भारत के साथ 2+2 डायलॉग किया है. भारत से वह 2010 से हर साल 2+2 की बातचीत करता आ रहा है.
About US and India 2+2 Dialogue
- A military-information sharing pact, which will give India access to the US technology to keep an eye on China and the neighbourhood, was signed at the 2+2 bilateral summit, with officials saying that adequate safeguards have been put in place to ensure security interests.
- Among other things, it was decided to conduct a new tri-Services joint exercise on the eastern coast next year. Also, a new pact was signed for cooperation between the defence innovation organisations of the two nations.
- The Communications Compatibility and Security Agreement (Comcasa), which will give India access to advanced new defence systems like armed drones and will enable the armed forces to exploit existing US-origin platforms much more efficiently, was inked after concerns on security raised by New Delhi were addressed and specific assurances given that there would be no disruptions even if ties take a dive.
- एक सैन्य-सूचना साझाकरण संधि, जो भारत को चीन और पड़ोस पर नजर रखने के लिए अमेरिकी तकनीक तक पहुंच प्रदान करेगी, 2 + 2 द्विपक्षीय शिखर सम्मेलन में हस्ताक्षर किए गए, अधिकारियों ने कहा कि सुरक्षा सुनिश्चित करने के लिए पर्याप्त सुरक्षा उपाय किए गए हैं।
- अन्य बातों के अलावा, अगले साल पूर्वी तट पर एक नई त्रि-सेवा संयुक्त अभ्यास आयोजित करने का निर्णय लिया गया। साथ ही, दोनों देशों के रक्षा नवाचार संगठनों के बीच सहयोग के लिए एक नए समझौते पर हस्ताक्षर किए गए।

2 + 2 talks have been delayed twice
- The US has deferred this meeting twice. These meetings were to be held in April, then in June and now finally it happened on 6 September . There were no clear reasons for avoiding meetings either. These meetings will be from now on every year. Both countries will alternately host it.
- अमेरिका ने दो बार इस मीटिंग को टाल चुका है. ये मीटिंग पहले अप्रैल में होनी थी, फिर जून में और अब आखिरकार ये 6 सितंबर को हुई . दोनों ही बार मीटिंग टालने के कोई स्पष्ट कारण नहीं बताए गए थे. ये मीटिंग अबसे प्रत्येक साल होगी. दोनों देश बारी-बारी से इसकी मेजबानी करेंगे.

- This meeting is not only signatory but very important both of the countries, but both of them will try to overcome their distractions.

In such a situation, the more competent countries of India than anyone else to see the United States face China. That’s why the US wants India towards itself. In such a situation, this meeting is very important for both the countries to express their own interests and to understand the situation of the front.
- यह मीटिंग न सिर्फ सांकेतिक रूप से दोनों ही देशों के बहुत महत्वपूर्ण है, बल्कि इसके जरिए दोनों ही देश की गलतफहमी दूर करने की कोशिश करेंगे.
- एशिया-प्रशांत में चीन का दबदबा बढ़ रहा है. चीन और अमेरिका के संबंध अभी उतने अच्छे नहीं हैं. ऐसे में अमेरिका को चीन का मुकाबला करने हेतु भारत से ज्यादा ताकतवर देश कोई और नजर नहीं आता. इसलिए अमेरिका भारत को अपनी ओर करना चाहता है. ऐसे में ये मीटिंग दोनों देशों के लिए अपने-अपने हितों को जाहिर करना और सामने वाले की स्थिति भांपने के लिए काफी अहम है.

Japan-US 2+2 welcomes growing ties with India
- The US-Japan 2+2 ministerial meeting has welcomed the growing ties between their countries and India in the Indo-Pacific region that is of vital strategic interest to them.
- The defence and diplomatic cabinet officials of the two countries expressed satisfaction on Friday with the trilateral meeting with India and noted significance of joint military exercises, the State Department said in a statement.
- US Secretary of State Mike Pompeo and Acting Defence Secretary Patrick Shanahan met on Friday with Japan’s Foreign Minister Taro Kono and Defence Minister Takeshi Iwaya for their high-level strategic meeting focused on building a free and open Indo-Pacific.
- “The Ministers also noted with satisfaction the first Japan-US-India trilateral summit meeting in 2018 and highlighted significant joint exercises, such as Malabar 2018 and Cope India 2018”, the statement said.
- “Building upon these various trilateral efforts, the Ministers welcomed the regularization of quadrilateral engagement among Japan, the Us, Australia, and India“.
