Delhi shutting down over Air Pollution

The Supreme Court tells the centre and states to follow the conclusion, including closing of colleges and schools and shutting down of power plants, taken during an emergency meeting the previous day to bring down pollutant air in Delhi and its suburbs.

The court, which will now hear the case on came down hard on the Centre over the worsening air pollution in Delhi and its neighboring areas.

The government must take responsibility and everything cannot be done through judicial order.

The rebuke came as air quality in Delhi and other areas of the national capital region continue to “very poor”, with no major chances till November 21.

Commission for Air Quality Management:

The Centre informed a bench headed by NV Ramana Chief Justice of India, in an affidavit about the suggestions made by the Commission for Air Quality Management during an emergency meeting called by it the previous day.

Major Suggestion of panel:

  • The panel suggested shutting down of schools and half the attendance in offices.
  • It is also suggested to ban on entry of all trucks in the national capital except vehicles carrying essential goods.

Central government’s answer:

  • Tushar Mehta, Solicitor General of India told the bench that a gathering of chief secretaries of Haryana, Punjab, Uttar Pradesh and Delhi besides others was held on November 16.
  • Mehta said that the theory of work from home for central government officers was considered but the vehicles from these officers were not vast. Thus it was decided to issue an advisory for pooling and sharing of vehicles.

The Commission of Air Quality Management (CAQM) directed that schools, colleges and institutions pertaining to education in the National Capital Region remain closed until further orders, allowing online mode of education ahead of the hearing.

The commission ordered Delhi and the NCR states to halt construction and demolition activities within the region till November 21. It asked railway services, railway stations, metro rail corporation services, including stations, airports and inter-state bus terminals and security and defence-related projects of national importance to strictly suits norms abided by them.

State governments have been asked to permit only work from home (WFH) for at least 50 percent of their staff till November 21 and encourage private establishments to adopt the same. Trucks which are entering the area with carrying non-essential items have been banned from entering Delhi during the period.
