Gherao of judicial staff poses a challenge to the Supreme Court: CJI
- The Supreme Court of India on Thursday said that a mob surrounding (gherao) seven judicial officers in Malda district, West Bengal—where they were kept without food or water for more than nine hours at a government office—was not only a “bold and shocking attempt” to threaten them but also a direct challenge to the authority of the top court.
- The incident reportedly happened after several voters were removed from electoral rolls during the special intensive revision (SIR).
- Hundreds of judicial officers had been sent under a Supreme Court order to work as Election Registration Officers, and to decide complaints from voters who were removed during the SIR before the Assembly elections scheduled for April 23 and 29.
- The court pointed out that three of the officers were women and said the incident showed a complete failure of the civil and police administration in West Bengal.
- Chief Justice of India Surya Kant, leading a three-judge Bench, asked what political leaders were doing during such a long incident and why they did not step in to calm things down.
- The court expressed shock that the officers were attacked with stones even after being rescued by police, after being held from 3:30 p.m. on Wednesday till late night.
- The Bench clearly said this was not a normal incident but “a planned and deliberate act” to scare judicial officers and disturb their work in handling election-related cases.
- The Chief Justice made it clear that the court will not allow anyone to interfere with judicial work or create fear among officers, and said such actions clearly amount to criminal contempt of court.
- He also said he had never seen a “politically divided State like West Bengal”, where even court-related matters get influenced by politics.
- Speaking to the State, he said the court already knows who the troublemakers are and revealed that he personally kept track of the situation till 2 a.m.
- Justice Joymalya Bagchi said that both ruling and opposition leaders must strongly condemn the incident together.
- Justice Joymalya Bagchi explained that orders passed by judicial officers are treated as orders of the Supreme Court, and any attempt to disturb their work is a serious attack on the judicial system and amounts to contempt of court.
- The court directed the Election Commission of India to assign either the Central Bureau of Investigation or the National Investigation Agency to investigate the matter.
- It also told the Commission to arrange Central forces to protect the lives, freedom, and families of the judicial officers.
- The Bench noted that the Registrar General of the Calcutta High Court had quickly informed local police and officials as soon as he learned about the gherao.
- However, there was “clear delay and inaction” from authorities till about 8:30 p.m., showing a slow response.
- Later, the Registrar General contacted the Home Secretary, Director General of Police (DGP), and the Chief Justice of the High Court.
- Finally, the High Court Chief Justice had to personally step in, after which the Home Secretary and DGP went to meet him at midnight.
- Chief Justice Kant mentioned a letter from the High Court Chief Justice that criticized the delay by police and administration.
- The Supreme Court called the actions of the Chief Secretary, Home Secretary, DGP, District Collector, and Superintendent of Police “very disappointing and unacceptable” during the crisis.
- The Bench ordered the DGP, Malda District Magistrate, and Superintendent of Police to explain why action should not be taken against them.
- The next hearing of the case is fixed for April 6.
- The court has asked these officials to give reasons for failing to take proper steps to protect the judicial officers.
- Senior advocates Kalyan Bandhopadhyay, Menaka Guruswamy, and Gopal Sankaranarayanan, appearing for the State government and Trinamool Congress leaders, argued that the Chief Secretary and DGP were appointed by the Election Commission in March.
Iran launches missile strikes on Israel and Gulf nations as Trump signals plans to scale down the war
- Iran fired more missiles at Israel and Gulf Arab countries on Thursday, showing that it still has the power to attack nearby regions, even though Donald Trump claimed that Iran was almost no longer a threat and the war would end soon.
- Iran’s missile attacks on Gulf countries, along with its control over the Strait of Hormuz, have affected global oil supplies, which has become its biggest advantage in the conflict.
- Donald Trump said the Strait of Hormuz could be taken by force, but added that it should not be the responsibility of the United States alone. He asked countries that depend on oil from this route to take responsibility themselves.
- Before the war began on February 28 with strikes by the U.S. and Israel on Iran, the Strait was open and about 20% of the world’s oil trade passed through it.
- Iran strongly rejected Trump’s claim that U.S. military action had made it weak, saying it is still a powerful country.
- Iran’s military spokesperson Ebrahim Zolfaghari said that Iran still has hidden weapons, ammunition, and production facilities, and that the places hit by U.S. attacks were not important.
- Just before Trump’s speech, explosions were heard in Dubai as air defence systems tried to stop Iranian missiles.
- Within 30 minutes after his speech, Israel also said it was intercepting incoming missiles.
- Warning sirens were heard in Bahrain, where the U.S. Navy’s 5th Fleet is based.
- Fighting continued across Iran on Thursday.
- The war has caused heavy loss of life: more than 1,900 deaths in Iran, 19 in Israel, over two dozen in Gulf countries and West Bank, and 13 U.S. soldiers killed.
Education Ministry Declares NCERT a Deemed University
- The Education Ministry has announced that the National Council of Educational Research and Training (NCERT) is now a “deemed to be a university”, which means it can offer courses and give degrees.
- In a notification dated March 30, the Ministry said that the University Grants Commission had approved this decision in January based on expert advice.
- This status has been given to NCERT along with its six regional institutes, but only if it follows certain conditions.

- It must also ensure that all its courses follow the rules and standards set by the UGC and other official bodies.
- The notification clearly says that NCERT can start new programmes, including campuses outside its main locations, only as per UGC rules.
- The Ministry has asked NCERT to start research programmes, PhD courses, and new innovative academic programmes.
- It also said that NCERT should not focus only on new subjects but should expand into other areas as well, as long as they match UGC rules and the National Education Policy (NEP) 2020.
- In addition, NCERT must ensure that its courses are properly checked and rated by the National Board of Accreditation.
- The institution itself must also get accreditation from the National Assessment and Accreditation Council.
