• The sixteen Finance Commission has recently formed and it has many issues to resolve. One of the main issues is to find the solution regarding the declination of some states’ share of the fund transferred from the center to states.
• Some states especially in south India have been facing this issue of declining their share out of the resources transferred from the center to states.
• First of all the finance commission needs to look at which states are gaining share and which have been losing their share from Finance Commission to Finance Commission.
• If we talk about the share of southern states, it has been witnessing decline from 19.785 percent to 15.800 percent from twelfth Finance Commission to fifteen Finance Commission.
• One of the main reasons for the declination of Southern shares is the difference in the income distance criterion.
• Income Distance criterion depends on the distance between the states from the highest income states. The further the distance, the higher its share.
• One of the other criteria is population. The population data in 1971 was used until the fourteenth Finance commission but after that the scenario has changed. Now the population data in 2011 has been used in the fifteenth Finance Commission.
• Distance criterion can’t be ignored. There is only one thing that can be done by the sixteen Finance Commission is that the weightage of distance criterion could be lesser than other criterion weightage.
• To solve the issue raised by the Southern states regarding their declining share out of the resources transferred from the center to states, the Finance commission needs to reduce the weight of the distance criterion by 5 percent to 10 percent.
